Requires by the end of the 2020-2021 school year that all public schools; public charter schools; and University of Hawaii and its divisions, campuses, and institutions have automated external defibrillators on campus. Requires the public schools; public charter schools; and University of Hawaii divisions, campuses, and institutions that have an athletic trainer to ensure that the athletic trainer is trained and certified in the use of an automated external defibrillator. Requires the department of agriculture to conduct a study on what metrics to use to accurately determine how much food is locally produced. Directs the department of agriculture to consult with a firm that specializes in food security metrics and with the department of business, economic development, and tourism to recommend a food security metric system for Hawaii. Appropriates funds.
Requires the administrator of the Office of Hawaiian Affairs to receive approval from the board for appointments of the chief financial officer, director of human resources, and attorney. Provides the board the option of having a direct supervisory role over the chief financial officer, director of human resources, and attorney. (SD1)
Requires the Department of Land and Natural Resources, in collaboration with the county councilmember representing the south Maui residency area, Kihei Community Association, and ‘Aha Moku O Kula Makai, to develop a master plan to expand public access to the shoreline in south Maui, particularly state-owned land. Appropriates funds.
Requires the Chief Election Officer, with assistance from the county clerks for elections involving county offices and countywide ballot issues, to publish an online voters' pamphlet on the Office of Elections' public website and publish and distribute postcards notifying voters of the online voters' pamphlet website address. Appropriates moneys to allow the chief election officer to produce and distribute an online voters' pamphlet and voters' pamphlet postcards for each election. (SD1)
Requires the Hawaii Climate Change Mitigation and Adaptation Commission to review and report on the concept of food labeling based on the food's environmental impact and make recommendations on how to implement this type of food labeling. Appropriates funds. (SD1)
Requires the Department of Health to convene a working group to develop a universal symbol, quality control procedures with a focus on a retail product recall system, and standards, regulations, and protocols for the manufacture and sale of edible medical cannabis products. Requires report to the legislature. (SD1)
Prohibits an employer from discriminating against an employee based on the employee's status as a qualifying patient and from taking action against an employee based solely on the employee's status as a qualifying patient or if the results of the employee's drug test are positive for cannabis, subject to certain exceptions. Specifies permissible and impermissible actions by employers and employees. Takes effect 1/1/2051. (SD1)
Proposes an amendment to article IX, section 5, of the Constitution of the State of Hawaii, to require the Legislature to consider the effect of its actions on the price of housing in the State. (SD1)
Allows office of Hawaiian affairs employees to join the State's civil service and public employee collective bargaining systems. Creates bargaining unit (15) as a separate collective bargaining unit for employees of the office of Hawaiian affairs in the event they vote to do so. Increases the maximum amount of public funds available to each candidate running for the Board of Trustees of the Office of Hawaiian Affairs to fifteen per cent of the expenditure limit established for each election. Increases the amount each board of trustees candidate must raise in order to qualify for public funds. Requires that names of candidates running for seats on the board of trustees of the office of Hawaiian affairs be listed on the ballot in random order. (SD1)
