RELATING TO THE BOARD OF EDUCATION.

RELATING TO FIREARMS.

Clarifies that failure to register a firearm within the required time period does not relieve the owner of the duty to register the firearm. Allows the owner of an unregistered firearm to register the firearm thereafter without penalty. (SD1)

RELATING TO CIVIL RIGHTS.

RELATING TO WATER.

Prohibits BLNR from approving dispositions that authorize the diversion of water from streams except under specified criteria. Deposits moneys collected via land dispositions that authorize the diversion of water from streams into the forest stewardship fund.

RELATING TO SENTENCING.

Allows a defendant who has been convicted of three misdemeanors in Waikiki to be sentenced to a probationary term of geographic restriction not exceeding years during which the defendant shall be prohibited from entering Waikiki during the hours of 6:00 p.m. to 6:00 a.m. Imposes imprisonment of thirty days for violation.

RELATING TO EDUCATION FUNDING.

Requires the committee on weights to report to the legislature on any recommendations to the board of education on the weighted student formula. (SD1)

RELATING TO COMMUNITY MEETINGS.

Exempts members of a county council from the limitation on the number of members that may attend an informational meeting or presentation on matters relating to official board business, including a meeting of another entity, legislative hearing, convention, seminar, or community meeting. Clarifies that such meetings shall be meetings that are open to the public for purposes of permitted interactions. Takes effect on 7/1/2050. (SD1)

RELATING TO THE STATE BOARD ON GEOGRAPHIC NAMES.

Adds a community liaison to the membership of the state board on geographic names. Requires the department of land and natural resources to publish and send a listing of its decisions, along with other information, to state and other agencies, and provide the same publication, along with pertinent information, to the United States Board on Geographic Names. Takes effect 12/31/2050. (SD1)

RELATING TO TRAILS.

Requires government entities that engage in search and rescue operations to seek reimbursement when the rescued person required search and rescue efforts because that person acted in disregard of that person's safety, including intentionally disregarding a warning or notice. Increases the penalty for unlawfully entering or remaining on a trail that has been closed to the public.
