Appropriates funds to the Department of Education to provide public school students with behavior analysis services. Requires the Department to seek any necessary approvals from the Centers for Medicare and Medicaid Services to amend the state medicaid plan to include applied behavior analysis services for eligible students who have been diagnosed with an autism spectrum disorder. Establishes rules, regulations, and permitting procedures for transportation network companies operating in the State. Makes permanent insurance requirements for transportation network companies and transportation network company drivers. (SD2)
Requires health insurance policies and contracts issued after 12/31/19 to provide coverage for the cost of hearing aids at a minimum of $1,500 per hearing aid for each hearing-impaired ear every 36 months. Exempts mandatory health care coverage from impact assessment report. Effective 7/1/2050. (SD2)
Authorizes the State to enter into a mutual assistance agreement with an out-of-state utility or other energy provider in order to restore power and utility service to the State, without regard to any regulatory law, in times of an emergency or natural disaster. Effective 7/1/2050. (SD2)
Raises the minimum age requirement to enter into marriage from sixteen to eighteen years of age. Removes the parental consent and written approval by the family court requirements for a minor to marry. Requires, rather than permits, the family court to declare void the marriage contract on the ground that the parties, or either of them, had not attained the legal age of marriage at the time of the marriage. Removes spousal cohabitation after the parties attain legal age as an exception for an annulment based on nonage. Makes conforming amendments. (SD1)

Adds knowingly making a false statement to a county inspector a crime within the offense of unsworn falsification to authorities.
Requires that if an application for pardon is not referred to the Director of Public Safety and the Hawaii Paroling Authority by the Governor, then the Governor shall provide public notice and a waiting period of fourteen days shall apply to the granting or refusing of the application for pardon.
