RELATING TO IMMIGRATION.

Makes an appropriation to the Judiciary to contract with nonprofit organizations to provide legal assistance and legal counsel to immigrants in determining legal status and citizenship, provide diversion to existing services, and otherwise provide counsel for existing rights. (SB227 HD2)

RELATING TO TOBACCO TAXES.

Amends the cigarette and tobacco tax on cigarettes and little cigars beginning July 1, 2020. Adds additional allocations for revenues generated by the tax. (SB887 HD2)

RELATING TO TAXATION.

RELATING TO CLINICAL VICTIM SUPPORT SERVICES.

Clarifies that clinical victim support services for victims of sexual violence and abuse are a mental health outpatient services benefit required to be covered under health insurance policies offered by health insurers, mutual benefit societies, fraternal benefit societies, and health maintenance organizations. RELATING TO HUMAN SERVICES.

Appropriates funds for the Department of Human Services to purchase, staff, and operate two mobile outreach services to serve homeless persons; provided that one of the mobile outreach services shall be allocated to the county of Hawaii. Requires matching funds. (SB526 HD1)

RELATING TO THE DEPARTMENT OF THE ATTORNEY GENERAL.

Appropriates funds for one position within the Department of the Attorney General to provide legal advice regarding the Hawaiian language, Hawaiian culture, and Hawaiian shoreline public access rights. Clarifies membership and certain powers and duties of the Law Enforcement Standards Board (Board). Extends the deadline for the completion of certain Board responsibilities. RELATING TO SCHOOL-BASED HEALTH SERVICES.

Formally establishes the Hawaii Keiki: Healthy and Ready to Learn Program and Special Fund within the Department of Education. Appropriates funds for positions and a vision screening and eye assessment tool, and to implement, expand, and sustain the program. (SB1522 HD1)

RELATING TO EDUCATION.

Requires a public school that has a career and technical education program to review all geographic exceptions applications and make a determination whether to allow students to enroll in career and technical education programs in schools outside the Department of Education service area in which the student resides. RELATING TO YOUTH.

Requires the Judiciary to collaborate with the Office of Youth Services to establish a task force to determine existing diversion programs statewide that can assist the State's youth, and to consider the post-youth needs of the eighteen to twenty-four year old population in order to provide a continuum of care.
