RELATING TO STATE IDENTIFICATION CARDS.

Establishes a non-compliant state identification card for individuals that are unable to provide an updated photograph and documentation in person as required by the REAL ID Act of 2005. (CD1)

RELATING TO ELECTRONIC PRESCRIPTION ACCOUNTABILITY SYSTEM.

Allows the DPS Narcotics Enforcement Division Administrator to disclose confidential information from the Electronic Prescription Accountability System to the U.S. Department of Defense health agency prescription monitoring program and authorized employees of the State DOH Alcohol and Drug Abuse Division and the Emergency Medical Services and Injury Prevention Systems Branch. RELATING TO EDUCATION.

Defines, for the purpose of compulsory education, a private school to be an education institution that teaches kindergarten through grade twelve and that is licensed or accredited by specified licensing or accrediting organizations. Effective 7/1/2020. (CD1)

RELATING TO REAL ESTATE LICENSES.

Requires a high school education or its equivalent as a condition for new applicants to obtain a license as a real estate broker or real estate salesperson. Effective 7/1/2020. (CD1)

RELATING TO ELECTRONIC SMOKING PRODUCTS.

Requires public school teachers and educators to confiscate electronic cigarettes from students under 21 years of age. Requires the Department of Health to establish a Safe Harbor Program by which persons under the age of 21 may dispose of electronic cigarettes in their possession. Increases administrative fines for persons under the age of 21 for certain electronic smoking device infractions. (CD2)

RELATING TO TRANSIENT ACCOMMODATIONS.

Requires hosting platforms that collect fees for booking services to register as tax collection agents and collect GET and TAT for transient accommodation bookings from operators and plan managers. Converts penalties for violation of TAT requirements from misdemeanor to civil fines. Specifies that "transient accommodations" includes accommodations subject to county regulations as such. RELATING TO TRANSPORTATION.

Exempts marine terminal equipment temporarily moving in or between marine terminals at Hilo Harbor, Kawaihae Harbor, Kahului Harbor, and Nawiliwili Harbor from inspection, registration, and licensing requirements. (SB411 HD2)

RELATING TO PROSTITUTION.

Permits persons convicted of certain prostitution offenses to file a motion to vacate the conviction if the defendant is not convicted of another offense under the Penal Code within three years of the prostitution offense and without regard to the defendant's status as a victim of trafficking or promoting prostitution. RELATING TO DOMESTIC VIOLENCE.

Amends the offense of abuse of family or household member by amending the type of physical abuse that constitutes strangulation to include blocking the nose and mouth or applying pressure to the chest. Clarifies that infliction of a visible bodily injury is not required to establish the offense. (CD1)
