RELATING TO EDUCATION.

Requires DOE to establish a task force to create a system for evaluating and assessing all children and those who are exhibiting emergent or persistent behaviors, academic challenges, or chronic absenteeism and are in need of appropriate supports and interventions accessible within the continuum of a multi-tiered system of supports. RELATING TO PUBLIC LANDS.

Part I: Allows the Department of Education to lease public school lands for a term of not more than ninety-nine years per lease. Part II: Amends Act 206, Session Laws of Hawaii 2017, to allow the City and County of Honolulu to transfer lands under existing Department of Education facilities directly to the Department of Education, rather than through the Department of Land and Natural Resources. Part III: Excludes lands set aside by the Governor to the Hawaii Public Housing Authority and lands to which Hawaii Public Housing Authority holds title from the definition of public lands in section 1712, Hawaii Revised Statutes. Requires prior legislative approval for the sale of lands to which the Hawaii Public Housing Authority holds title. (CD1)

RELATING TO INDUSTRIAL HEMP.

Requires the Department of Agriculture to establish a permanent industrial hemp program pursuant to federal law, and a corresponding special fund. Reduces or repeals certain regulatory requirements under the existing industrial hemp pilot program. Establishes monetary penalties for the unauthorized cultivation of hemp. Establishes authorized cultivation of hemp as an affirmative defense to certain criminal offenses pertaining to marijuana. Excludes hemp from statutory definitions of marijuana. Requires the Chairperson of the Board of Agriculture to prepare a state plan for approval by the federal Secretary of Agriculture and report on the approval process to the Legislature and Governor. Appropriates funds. (CD1)

RELATING TO THE BOARD OF PHARMACY.

Allows the board of pharmacy to approve pilot and demonstration projects for innovative applications in the practice of pharmacy under certain conditions. (CD1)

RELATING TO THE PUBLIC UTILITIES COMMISSION.

Requires the Public Utilities Commission to consider the value of improving electric power systems data access and transparency in order to make informed decisions. Establishes guiding principles. (CD1)

RELATING TO THE UNIFORM PARENTAGE ACT.

Requires the Judiciary to post the titles of all filings and all minutes in paternity cases to the Judiciary's website after redacting any information in which an individual has a significant privacy interest, subject to certain circumstances. Establishes the same confidentiality standards for paternity cases as other custody and support cases heard by the family court. Effective 1/1/2021. (CD1)

RELATING TO AGRICULTURE.

Requires the Department of Agriculture to establish a 2-year Agricultural Theft and Vandalism Pilot Project to examine the effectiveness of prosecuting agricultural theft and agricultural vandalism in the counties of Hawaii and Maui. Appropriates funds. (CD1)

RELATING TO THE HAWAII PUBLIC HOUSING AUTHORITY.

Requires the Hawaii public housing authority to adopt rules without regard to chapter 91, Hawaii Revised Statutes, to reimburse Section 8 landlords for repair costs of tenant-caused property damage under certain circumstances. Appropriates funds. (CD1)

RELATING TO SHIP REPAIR INDUSTRY.

Establishes the Ship Repair Industry Tax Credit to offset costs incurred to construct and put into service a purpose-built floating drydock at Pearl Harbor for use by the United States Navy. Disallows the Ship Repair Industry Tax Credit after 12/31/2026. Repeals the Capital Infrastructure Tax Credit. Effective 1/1/2020. Applies to taxable years beginning after 12/31/2021. (CD1)
