RELATING TO THE HAWAII ENERGY AND CLIMATE CHANGE OFFICE.

Establishes the Hawaii state energy office. Establishes the deputy director of energy. Ends funding for the Hawaii clean energy initiative from the energy security special fund. Increases the distribution of tax revenue to the energy systems development special fund. Appropriates funds from the general fund for the Hawaii state energy office. Takes effect 7/1/2050. (SD2)

RELATING TO INTIMATE PARTNER VIOLENCE.

Requires barber, beauty operator, and instructor licensees under the board of barbering and cosmetology to complete a one-time, one-hour training program on intimate partner violence awareness and education.

RELATING TO AGRICULTURE.

Prohibits, in any county where one-third or less of the county's land is classified in the state agricultural land use district, the following: the creation of a condominium property regime on agricultural land twenty-five acres or greater; an existing condominium property regime on agricultural land greater than twenty-five acres from being amended to allow a single-family dwelling; and the subdivision of agricultural land twenty-five acres or greater for the purpose of creating a condominium property regime. Exempts agricultural park and non-agricultural park lands projects under chapter 166 or 166E, Hawaii Revised Statutes, from the condominium property regime prohibitions. Takes effect 12/31/2050. RELATING TO SAFE AND EFFECTIVE DISCIPLINE.

Repeals the justification of use of force by parents, guardians, teachers, and persons otherwise entrusted with the care or supervision of a minor on 1/1/2023. Appropriates funds for the department of health, in collaboration with the department of human services and department of education, to develop and implement an educational program to inform parents on safe and effective discipline methods as alternatives to corporal punishment.

RELATING TO CRITICAL INFRASTRUCTURE.

Requires the department of business, economic development, and tourism and the counties to identify and develop plans for critical infrastructure following a natural disaster or during a state of emergency. RELATING TO HEALTH.

Requires the department of human services to establish and implement a whole person care pilot program and submit an application for an amendment to the QUEST Integration section 1115 demonstration project to expand its QUEST Integration project to provide for the whole person care pilot program. Appropriates funds to the department of human services for the establishment and implementation of the whole person care pilot program.

RELATING TO THE WAIANAE COAST COMPREHENSIVE HEALTH CENTER.

RELATING TO HOMELESS INDIVIDUALS WITH SEVERE MENTAL ILLNESS.

Requires DHS to establish a task force on the implementation requirements for a pilot program to provide shelter and mental health treatment to certain homeless individuals. Exempts task force from certain provisions of HRS 92 for a limited time. Appropriates funds. (SB1051 HD2)
