Requires health benefit plans supplemental to Medicare to include contributions equal to Medicare part D premiums effective 7/1/2019, in addition to Medicare part B premiums.

Establishes, beginning January 1, 2020, labeling requirements for any food or raw agricultural commodity sold in the State that contains a genetically engineered material, or was produced with a genetically engineered material; establishes exceptions; establishes violations; and requires director of health to adopt rules.
Requires the Hawaii Tourism Authority to develop a list of unit addresses, including housing units and rental units marketed to the visitor industry for occupancy and to post the list on its website.
Requires health insurance policies and contracts issued after 12/31/19 to provide coverage for the cost of hearing aids at a minimum of $1,500 per hearing aid for each hearing-impaired ear every 36 months. Requires and appropriates funds for the Hawaii tourism authority to promote Hawaii's efforts to protect the environment, marine life conservation districts, and coral reefs and provide guidance on the dangers of sunscreens that contain oxybenzone and octinoxate and how tourists can help protect Hawaii's environment.
Requires each district health officer for the Department of Health to be a licensed physician.
Establishes and appropriates moneys for a medical respite pilot program to offer medical, nursing, psychiatric, and other care for homeless individuals after being discharged from a hospital. Requires the department of human services to submit an application for an amendment to the QUEST Integration section 1115 demonstration project to expand its QUEST Integration project to provide for the medical respite pilot program.
Requires any wireless communication antennas located within conservation districts to be camouflaged to blend in with the surrounding areas.
Establishes a task force to review other states that allow APRNs or similar health care providers to perform abortions, patient access to abortion services, and the costs of unintended teenage pregnancies; study the Safe Haven Law; and submit a report to the Legislature prior to the 2020 Regular Session. Prohibits a business from seeking a new retail tobacco permit or renewal of an existing permit if the place of business is located within 750 feet of a preschool, school, or public playground. Beginning January 1, 2020, prohibits the sale of tobacco products and electronic smoking devices by businesses that are located within 750 feet of a preschool, school, or public playground. Codifies the Department of Taxation's administrative rule specifying when the Department may suspend, revoke, or decline to renew a retail tobacco permit. Effective 7/1/2050. (SD2)
