Establishes the Hawaiʻi Home Energy Assistance Program within the Department of Human Services to assist qualifying households in paying their energy bills. Establishes the Hawaiʻi Home Energy Assistance Special Fund. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.

Requires petitions or motions for a pro hac vice appearance for a court proceeding or arbitration proceeding to be supported by evidence of the applicant's and local counsel's Hawaiʻi business registrations, the applicant's and local counsel's Hawaiʻi general excise tax license numbers, an affirmation that both the applicant and local counsel will pay all state income tax due for Hawaiʻi business activities, and all other information or documentation required by the Rules of the Supreme Court of the State of Hawaiʻi.
Clarifies the State's midwifery law to permit care by extended family, cultural supporters, or others with whom a woman chooses to give birth. Specifies that nothing in the midwifery law shall prohibit or restrict healing practices by traditional healers of any ethnic culture or religious faith or their students; limit, alter, or adversely impact any religion or ethnic cultural practices; or prohibit or interfere with a person's right to choose where and with whom the person gives birth.
Raises the criminal penalty for the offense of indecent exposure from a petty misdemeanor to a misdemeanor if the victim is less than sixteen years of age. Provides that the state of mind requirement is not applicable to the fact that the victim is less than sixteen years of age and that the actor is strictly liable with respect to the attendant circumstance that the victim was less than sixteen years of age.
Includes hydrogen vehicles as a priority for state agencies when purchasing or leasing light-, medium-, and heavy-duty motor vehicles.
Establishes the Institute of Indigenous Education, Science, and Outreach within the University of Hawaiʻi at Hilo.
