Amends the Hawaiʻi State Constitution to prohibit the State from denying or interfering with an individual's reproductive freedom, including the right to choose or obtain an abortion or to choose to obtain or use contraceptives.

Establishes a five-year pilot program to allow qualified psychologists limited authority to prescribe psychotropic medications to patients under the care of the psychologist at a federally qualified health center. Requires a report to the Legislature. Repeals June 30, 2030.
Requires defendants convicted of causing the death of a parent or legal guardian of a minor child by the operation of a vehicle in a negligent manner while under the influence of drugs or alcohol to make restitution in the form of financial support to each surviving child of the victim.
Appropriates funds for capital improvement projects in the 22nd senatorial district.
Requires each motor vehicle insurance policy to cover the replacement cost of a child passenger restraint system damaged during a collision for which liability coverage under the policy is applicable.
Designates the seventeenth day in January of each year as Reconciliation Day. Establishes Reconciliation Day as a state holiday. Requires the State and its departments and agencies to recognize Reconciliation Day through educational programs, cultural events, and activities. Requires the Governor to issue an annual proclamation recognizing Reconciliation Day as a day of reflection and remembrance. Requires all state offices, public schools, and other state institutions to display the Hawaiian flag at half-staff on Reconciliation Day. Repeals Good Friday as a state holiday.
Requires the Department of Agriculture to indemnify Molokai ranchers whose herds were affected by the bovine tuberculosis outbreak and have not received indemnification from other sources. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.
Establishes a statute of repose for land surveyors, after which time a complaint cannot be made.
Renames the John A. Burns School of Medicine special fund as the physician and veterinarian special fund. Expands the authorized uses of the special fund to include providing loan repayments to veterinarians and scholarships for students attending a veterinary college; provided that the recipient commits to work in the State for a period of time determined by the Hawaiʻi Board of Veterinary Medicine. Requires the Hawaiʻi Board of Veterinary Medicine to establish a loan repayment and scholarship program. Assesses a fee on persons obtaining or renewing a veterinarian license. Provides for the deposit of the fee into the physician and veterinarian special fund. Appropriates moneys into and out of the physician and veterinarian special fund. Declares that the appropriation exceeds the state general fund expenditure ceiling.
Requires the Department of Human Services to establish a Medicaid buy-in program for workers with disabilities.
