RELATING TO THE HAWAII INVASIVE SPECIES COUNCIL.

RELATING TO THE LABOR EDUCATION ADVISORY COUNCIL.

Specifies that the Labor Education Advisory Council shall be advisory to the President of the University of Hawaiʻi on all activities and programs of the Center for Labor Education and Research. Requires written responses addressing the Council's advice and adoption of resolutions by the President and Chancellor of the University of Hawaiʻi, West Oahu campus. (SD1)

RELATING TO EMPLOYEE BENEFITS.

Extends, under certain conditions, the family leave period that employees are entitled to under state law for up to eight additional weeks for employees who are unable to perform their employment duties due to the birth of a child who is required to stay in a neonatal intensive care unit. Requires the Civil Rights Commission to amend its rules to include neonatal care as a related medical condition whenever certain phrases are used. (SD1)

RELATING TO AGRICULTURE.

Requires the Department of Agriculture to establish a two-year agricultural crime pilot project to examine the effectiveness of prosecuting agricultural crimes, including agricultural theft and agricultural vandalism, in the City and County of Honolulu and County of Kauai. Appropriates funds.

RELATING TO WATER METERING.

Requires the Chairperson of the Board of Agriculture or their designee to annually notify all irrigation users by mail and conduct in-person visits on procedures to remove unused irrigation system water meters and stop acreage assessments. By an unspecified date, requires the Board of Agriculture to amend its administrative rules to require the Department of Agriculture to: maintain an active record of land occupiers within the boundaries of an irrigation district that have not applied for water service or water service connections as prospective consumers and have not drawn water without authorization; immediately discontinue service to a land occupier for non-use if there are no water toll charges for a period of more than two years; maintain records of all weir, water meter, and water flow measuring instrument readings taken; make individualized reading records available to land occupiers upon request; provide written notice to land occupiers whenever a weir, water meter, or water flow measuring instrument is removed by the Department for any reason and to cease any associated water toll charges and acreage assessments; establish a formal process for certain land occupiers to contest erroneous water toll charges and acreage assessments; and establish a formal process for land occupiers with outstanding water toll charges and acreage assessments to enter into a reasonable payment plan with the Department. RELATING TO THE POLOLU VALLEY MANAGEMENT EFFORTS ON HAWAII ISLAND.

Appropriates funds for Pololu Valley management, including for the Division of Forestry and Wildlife of the Department of Land and Natural Resources to develop the trailhead; develop the infrastructure necessary to accommodate parking; install appropriate informational, historical, and educational signage; design and construct restroom facilities; and positions to manage the trailhead and site. Declares that the general fund expenditure ceiling is exceeded. Takes effect 7/1/2050. (SD1)

RELATING TO YOUTH FEES AND FINES.

Prohibits the assessment of any fines, fees, or court costs against a person who was adjudicated for an offense committed while the person was a minor under the age of eighteen years, or against the person's parent or guardian. Discharges all related debt obligations assessed prior to the effective date of the Act. Limits court ordered community service for minors to seventy-two hours. Repeals the statewide curfew for minors. (SD1)

RELATING TO THE INTERISLAND TRANSPORT OF HYDROGEN.

Authorizes the Public Utilities Commission to establish a discounted rate by tariff for water carriers that engage in the interisland transport of hydrogen produced from renewable sources. (SD1)

RELATING TO ENVIRONMENTAL PROTECTION.

Appropriates funds for the installation, maintenance, management, and operation of non-chemical sunscreen dispensers on all state beaches. Allows the Department of Land and Natural Resources to contract or form a partnership with private parties to assist with the maintenance and management of sunscreen dispensers at all state beaches, as well as publicize that the mineral-based sunscreen in these dispensers is more protective of the coral reefs of the State. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation. (SD1)
