RELATING TO CONTROLLED-ENVIRONMENT AGRICULTURE.

Authorizes the issuance of general obligation bonds and appropriates funds for the development of a controlled-environment agriculture research and demonstration facility at the University of Hawaii College of Tropical Agriculture and Human Resilience's Magoon research and teaching site in Manoa, Oahu. RELATING TO HOUSING.

Clarifies that projects seeking exemptions from planning and development laws and rules may be modified by the Hawaii Housing Finance and Development Corporation under certain conditions. Authorizes HHFDC to make recommendations to appropriate Legislative bodies. Requires HHFDC or a county to accept an application seeking certain exemptions within thirty days, and to process the application within one hundred twenty days before final approval by a county legislative body for certain housing projects. Effective 7/1/2050. (SD1)

RELATING TO THE UNIVERSITY OF HAWAII.

Converts two temporary Farm-to-School extension agent positions within the University of Hawaii at Manoa College of Tropical Agriculture and Human Resilience into permanent positions. Establishes an Agriculture Education Coordinator position. Appropriates funds. Effective 7/31/2050. (SD1)

RELATING TO PUBLIC AGENCY MEETINGS.

Requires appointments and selections of heads of state divisions and agencies that require a board approval to be made through a publicly established process and timeline. Requires the approval of the process and timeline to appoint or select a new head of a state division or agency to be determined in an open meeting. Requires that votes to appoint or select heads of state divisions and agencies be conducted in an open meeting. Provides that any vote to appoint or select a head of a state division or agency cast in violation of the foregoing shall be invalid. Effective 1/1/2491. (SD1)

RELATING TO THE COCONUT RHINOCEROS BEETLE PROGRAM.

Establishes short-term management initiatives for the Coconut Rhinoceros Beetle Response Program. Establishes standards for the usage of grants awarded pursuant to the Coconut Rhinoceros Beetle Response Program. Appropriates funds to the University of Hawaii for activities and positions related to coconut rhinoceros beetle infestation control. Effective 7/31/2050. (SD1)

RELATING TO FIREWORKS.

Establishes the Shipping Container Inspection Program. Requires the Department of Law Enforcement to submit reports to the Legislature on implementation of the Shipping Container Inspection Program. Exempts employees of the Department of Transportation and DLE from personal liability under certain conditions. Requires any damages to container goods be borne by the State. Requires DLE and DOT to designate a site outside of the immediate port area to conduct inspections. Require the DLE to secure all illegal goods. Appropriates funds. Effective 7/1/2050. (SD1)

RELATING TO DISASTER PREPAREDNESS.

Requires certain state buildings, including public school buildings, for which construction is anticipated to commence on or after 7/1/2026 to be designed to withstand category five hurricanes and be used as shelters in the event of an emergency. (SD1)
