AFFIRMING THE IMPORTANCE OF MARINE ECOSYSTEM RESTORATION TO ACHIEVE THE STATE'S DECARBONIZATION GOALS.

Maddy summaryThis Senate Resolution (SR 96) affirms Hawaii's commitment to prioritizing marine ecosystem restoration as a strategy to meet state climate goals, including achieving 100% renewable energy by 2045 and reducing emissions 50% below 2005 levels by 2030. It specifically calls for strengthening carbon accounting methods to better measure emissions reductions from marine restoration projects and supports aligning such projects with renewable energy and conservation initiatives. The resolution directs state agencies (including the Board of Land and Natural Resources and Energy Office) to advance these efforts but does not create new laws or funding. It addresses statewide climate vulnerabilities, such as coastal flooding risks threatening infrastructure, cultural sites, and $19 billion in economic assets. As a procedural resolution, it serves as a policy statement rather than a binding mandate.

REQUESTING THE DEPARTMENT OF HUMAN RESOURCES DEVELOPMENT TO ESTABLISH THE HAWAII STATE FELLOWS PROGRAM.

Maddy summarySCR 64 is a Senate Concurrent Resolution requesting the Hawaii Department of Human Resources Development to establish the Hawaii State Fellows Program. The program would create 10-11 month, paid fellowship positions for recent college graduates (requiring a bachelor's degree, 2.5 GPA, and U.S. work authorization) to work across state agencies. Key provisions include mandatory career development training, mentorship, and evaluation mechanisms to address the state's public employment vacancy crisis (24% vacancy rate, 31% of employees eligible to retire in five years). The resolution requires the Department to report on the program’s implementation, participation, and budget to the Legislature by 2026. This is a procedural request, not a law, directing an agency to create a workforce development initiative.

REQUESTING EACH BRANCH OF THE UNITED STATES MILITARY IN THE STATE TO PROVIDE SHELTERS THAT CAN WITHSTAND HURRICANES WITH WINDS OF OVER TWO HUNDRED MILES-PER-HOUR FOR ALL OF THEIR ACTIVE AND RETIRED PERSONNEL AND FAMILIES LIVING IN THE STATE.

Maddy summarySenate Resolution 88 requests that each U.S. military branch in Hawaii provide shelters capable of withstanding hurricane winds over 200 miles per hour for all active and retired military personnel and their families living in the state. It also asks the military to fund the strengthening of homes owned by military personnel to make them resistant to major hurricanes. This resolution directly affects approximately 250,000 military members and their families, who currently lack safe shelter options during extreme storms. The request is based on Hawaii's increasing hurricane risks due to climate change, as detailed in the resolution's preamble. Note: This is a non-binding resolution, meaning it urges action but does not require the military to comply.

STRONGLY SUPPORTING AND RECOMMENDING THE IMPLEMENTATION OF THE REVISED 2025 HAWAII PATIENT BILL OF RIGHTS.

Maddy summaryThis Senate Resolution (SR 28) recommends implementing Hawaii's Revised 2025 Patient Bill of Rights, which would modernize patient protections but is not a law itself. It directly affects Hawaii patients, healthcare providers, and insurers by requiring clearer coverage explanations in plain language, updated provider directories with telehealth details, timely specialist referrals, and stronger emergency care protections. Key mechanisms include mandating AI transparency in coverage decisions, simplifying appeals processes with online tools, and requiring insurers to report network adequacy data for rural/shortage areas. The resolution emphasizes patient autonomy and data security but does not create new legal requirements - it urges the state to adopt these reforms.

Maddy summarySCR 107 is a non-binding Hawaii Senate resolution requesting that each U.S. military branch operating in the state provide hurricane shelters capable of withstanding winds over 200 miles per hour for all active and retired military personnel and their families. It also asks the military to fund strengthening of military-owned homes to improve hurricane resistance. The resolution cites climate change impacts - including increased hurricane intensity and frequency - as justification, noting Hawaii currently lacks shelters for category 3+ hurricanes and faces insufficient capacity for its population of ~250,000 military-affiliated residents. This resolution does not mandate action but formally requests these measures from the military branches.
