Part I: Renames the Department of Agriculture to the "Department of Agriculture and Biosecurity". Renames the Board of Agriculture to the "Board of Agriculture and Biosecurity" and amends the composition of the Board. Part II: Establishes and appropriates funds for a Deputy Director of Biosecurity. Part III: Changes references to the plant and animal declaration form to the "biosecurity form". Part IV: Authorizes and specifies conditions under which the Department may declare a biosecurity emergency, during which the Department and Governor may take certain actions to prevent the establishment or spread of pests and prohibited or restricted organisms. Authorizes the Chairperson of the Board to quarantine an area under certain conditions. Broadens the objectives and general actions of the Biosecurity Program. Part V: Requires the Department to establish and regularly update an invasive species dashboard. Authorizes pest management plans to address, contain, or eradicate pests. Authorizes the Department of Education to establish a recognition program to incentivize schools to submit to the Department a plan for the school to reach the local farm to school meal goal of thirty per cent of food served in the school to consist of locally sourced products by 2030. Requires public high schools under the Department of Education to provide plantbased meals as an option under the school meals program.

Establishes a temporary working group in the Office of the Governor to investigate the existence and environmental dangers of per- and polyfluoroalkyl substances and related chemicals. Requires reports to the Legislature.
Requires waste combustion facility owners to implement continuous monitoring and sampling technologies for the purposes of collecting data regarding emissions. Establishes a publicly available website hosted by the Department of Health that will track and display data collected on emissions. Requires the DOH to adjust permit limits for air contaminants based on emissions data collected. Requires reports to the Legislature. Appropriates funds.
Appropriates funds for the establishment of five full-time equivalent (5.0 FTE) positions within the Civil Rights Compliance Branch of the Department of Education. Effective 7/1/2050. (SD1)
Prohibits the denial of a school meal to a student based on the student's ability to pay. Requires the Department of Education and department schools to certify that all students eligible for certain programs receive free or reduced-price meals. Prohibits a department school from publicly identifying or stigmatizing a student. Requires the school to directly inform a parent or guardian regarding a student's unpaid meal fund account balance.
Requires the Hawaii State Energy Office to assess the feasibility of installing distributed energy resource systems at each state department facility. Requires state departments to implement and install the distributed energy resource systems detailed in the reports no later than five years from the issue date of the reports. Gives priority for the required energy efficiency measures to first responder facilities. (SD1)
