RELATING TO SOLID WASTE.

Requires municipal solid waste combustor ash to be disposed of only in a double-lined landfill, except for in Waimanalo Gulch Sanitary Landfill cells constructed and in use by 12/31/2025. Beginning 12/31/2026, prohibits the reuse of municipal solid waste incinerator ash for use as daily landfill cover material, roadbuilding, fill, or construction material.

RELATING TO REGIONAL AGRICULTURE AND FOOD PRODUCTION.

Establishes the Regional Agricultural Feasibility and Food Systems Production Studies Working Group within the Department of Agriculture and Biosecurity to provide coordinated, region-specific agricultural production and crop feasibility analysis across the State. Requires reports to the Legislature. Appropriates funds. Repeals 6/30/2028.

RELATING TO INTEGRATED SOLID WASTE MANAGEMENT.

Increases the size of a deposit glass beverage container from sixty-eight to one hundred twenty-eight fluid ounces. Adds building materials as a purpose under the glass recovery program. Adds wine, spirits, and milk and other dairy-derived products to the definition of "deposit beverage". Increases the rooftop solar tax credit to forty five per cent for tax years beginning after December 31, 2025 through December 31, 2030. Establishes the Direct Solar Rebate Program to be administered by the Hawaii State Energy Office for low‑ and moderate-income households. Streamlines rooftop solar permitting and requires the counties to develop electronic application systems. Requires the Hawaii State Energy Office to enhance workforce development and coordinate with county permitting agencies. Authorizes the adoption of interim rules. Appropriates funds.
