Requires Department of Land and Natural Resources to establish a Visitor Green Fee Program to collect fees from nonresidents via a license to use state natural and cultural resources, to be used for the protection, restoration, and care of Hawaii's natural, cultural, and outdoor recreational resources and build the resilience of these resources against the impacts of climate change and local threats. Establishes the Hawaii environmental legacy commission to rank project applications and make recommendations to the Board of Land and Natural Resources concerning the allocation of Visitor Green Fee Program Funds. Establishes the Hawaii Environmental Legacy Special Fund. (SD1)

Appropriates funds to the Department of Land and Natural Resources and its partner, or partners, for the continuation of benefits of the Green Jobs Youth Corps. Takes effect 07/01/2050. (SD1)

Requires the Department of Agriculture to establish and administer an aquaculture disease diagnostic laboratory. Appropriates funds for the laboratory. Establishes and appropriates funds for positions within the Department of Agriculture. (SD1)

Requires the Department of Accounting and General Services to establish and operate a child care center pilot program on Oahu for eligible children of state employees, one in or near the state capitol and one in Kapolei. Appropriates funds. Repeals on 6/30/2028. Effective 7/1/2112. (SD1)

Requires each executive branch department to: identify existing and planned facilities that are vulnerable to sea level rise, flooding impacts, and natural hazards; assess options for mitigating the impacts of sea level rise to existing and planned facilities; establish staff level points of contact to improve interagency coordination for sea level rise adaptation, flooding, and resilience; and submit annual reports to the Governor, Legislature, and Hawaii Climate Change Mitigation and Adaptation Commission. Requires the University of Hawaii Sea Grant Program to contract with an independent consultant to establish a five-year plan to develop goals, objectives, and an operational plan with budgets and timelines to strengthen and grow the aquaculture industry in the State. Appropriates funds. (SD1)

Designates Hawaii coral reefs as critical natural infrastructure.

Establishes a task force to examine the consequences of drinking water contamination detected at the Waipahu Wells II Granular Activated Carbon Treatment Facility. Appropriates funds. Effective 7/1/2050. (SD1)

Establishes procedures for the Department of Transportation to assist and enable a person to voluntarily purchase a verified carbon offset for carbon dioxide emissions resulting from the person's air travel to or from an airport in the State. Requires revenue generated from carbon offsets to be directed to the Department of Land and Natural Resources for tree planting or other initiatives that proportionally increase carbon sequestration. Authorizes operators of motorcycles to utilize the lane shoulders that are at least three-feet-wide with the concurrent use of emergency flashers on interstate highways as authorized by the Department of Transportation. Requires the Department of Transportation to create and implement traffic control devices to designate the lane shoulder for motorcycle use during peak traffic hours. Takes effect 7/1/2050. (SD1)
