RELATING TO CESSPOOLS.

Requires each county to develop a comprehensive integrated wastewater management plan and financial strategy. Requires each county to submit its respective plan and financial strategy to the Legislature. Effective 6/30/3000. (HD1)

RELATING TO THE DEPARTMENT OF HUMAN SERVICES.

Amends the definition of "imminent harm" for the purposes of the Child Protective Act. Requires a police officer assuming protective custody without a court order of a child to provide to the Department of Human Services a written report detailing the officer's observations justifying the immediate removal of the child. Requires a copy of the police report to be provided to the parents of the child and to the court. Requires the Department of Human Services to provide written notice to a child's parent of the parent's rights when conducting certain investigations.

RELATING TO CLIMATE CHANGE MITIGATION.

Requires the department of health to establish a refrigerant management program to reduce emissions of high global warming potential refrigerants and any refrigerant that is an ozone depleting substance from operation of stationary, commercial, and industrial refrigeration equipment responsible and adopt rules for the regulation of the use of such refrigerants. Requires the state building code council to establish codes and standards consistent with the goal of reducing greenhouse gas emissions associated with hydrofluorocarbons when updating the state building code. Appropriates funds.

RELATING TO INVASIVE SPECIES.

Appropriates funds to the Department of Land and Natural Resources to support the Hawaii Ant Lab in mitigating the effects of little fire ants in the State. (CD1)
