RELATING TO HEMP.

Amends the definition of "hemp product" to exclude delta-8-tetrahydrocannabinol. Prohibits the sale of food products and hemp products that contain delta-8-tetrahydrocannabinol. Allows the sale of food products infused with cannabinoid, hemp extract, hemp derivatives, or other hemp products. Allows the sale of hemp leaves and hemp floral material. Requires the identity statement used for labeling or advertising of hemp products to clearly identify the hemp's place of origin. Effective 6/29/2023.

RELATING TO CHILD CARE.

Requires the Department of Accounting and General Services to establish and operate a child care center pilot program on Oahu for eligible children of state employees, one in or near the state capitol and one in Kapolei. Appropriates funds. Repeals on 6/30/2028. Effective 7/1/2112. (SD1)

RELATING TO ORNAMENTAL GINGER.

Appropriates funds to the University of Hawaiʻi for statewide research into ornamental ginger pathogens, prevention of the spread of ornamental ginger pathogens, production and distribution of pathogen-free ornamental ginger plants, and outreach to ornamental ginger producers. RELATING TO AQUACULTURE.

Establishes the Aquaculture Development Branch within the Department of Business, Economic Development, and Tourism. Transfers the rights, powers, functions, duties, employees, and other capital of the Aquaculture and Livestock Services Branch of the Department of Agriculture to the new Aquaculture Development Branch. Makes appropriations.

RELATING TO CESSPOOLS.

Requires priority level 1 cesspools to be upgraded, converted, or connected before 1/1/2035, with certain exceptions, and priority level 2 cesspools to be upgraded, converted, or connected before 1/1/2040, rather than before 1/1/2050. Specifies that no penalty or other assessment for any violation shall constitute a lien on the real property and no seizure of property shall be authorized for any violation. Effective 6/30/3000. RELATING TO THE ESTABLISHMENT OF A HEMP TASK FORCE.

RELATING TO SINGLE-USE PLASTICS.

Prohibits lodging establishments from providing personal care products in small plastic containers within sleeping room accommodations, any space within sleeping room accommodations, or bathrooms used by the public or guests. Establishes civil penalties.

RELATING TO SPECIAL ACTIVITY PERMITS.

Requires the Department of Land and Natural Resources to approve or deny an application for a special activity permit for aquatic research within ninety days from the date that it was submitted. Appropriates an unspecified amount of funds for the establishment of two full-time equivalent (2.0 FTE) positions within the Division of Aquatic Resources to support the special activity permit review process.
