Establishes the mold information and awareness program administered by DOH. Requires mandatory disclosure of the presence of mold as part of any sale, transfer, or rental of residential, commercial, or industrial property. Requires DOH to conduct reviews every five years on mold identification and remediation technology or treatment techniques. Requires the director of health to establish a public awareness campaign. Requires disclosure forms for the sale of residential real property to include a notice to buyers about the presence of mold, if applicable. Requires a landlord or any person authorized to enter into a rental agreement on the landlord's behalf to disclose the presence of mold, if applicable. Requires DOH to study the adverse effects of mold on humans and report to the legislature.
Appropriates funds to support collaboration between the Department of Agriculture and the aquaculture industry.
Authorizes the Department of Agriculture to extend the lease of any lessee who holds a lease with a remaining term of fifteen years or less; provided that the land covered by the lease is twenty-five acres or less and located in a county with a population of less than five hundred thousand persons. Establishes green infrastructure objectives, policies, and priority guidelines for state facility systems, infrastructure, and transit projects in the Hawaiʻi State Planning Act to improve the quality of life for residents and visitors. Defines green infrastructure. Requires the Office of Planning and Sustainable Development, in partnership with the greenhouse gas sequestration task force, to submit a report to the Legislature.
Removes from the definition of "renewable energy" the energy generated or produced using trees, wood pellets, and other wood products made for burning.
Establishes additional exclusions from the definition of "development" as it applies to special management areas to reduce the need for special management area permits for certain activities. Repeals the 7,500 square foot threshold for single-family residence and authorizes the counties to further define single-family residence by ordinance for purposes of "development". Effective 7/1/2050. (SD1)
Authorizes the Department of Agriculture to plan, design, construct, operate, manage, maintain, repair, demolish, and remove infrastructure on any lands under the jurisdiction of the department, to support and promote agriculture. Establishes an agricultural enterprise program.
Requires state facilities to prepare a report assessing the feasibility of installing distributed energy resource systems at each facility. Requires state facilities to implement and install the distributed energy resource systems detailed in the reports no later than five years from the issue date of the reports. Gives priority for the required energy efficiency measures to first responder facilities.
Exempts artisan-scale composting operations from department of Health regulations to divert organic materials from Hawaiʻi's landfills.
