RELATING TO SUSTAINABLE FOOD SYSTEMS.

Establishes the Sustainable Food Systems Working Group within the Office of Planning and Sustainable Development to develop a plan for a more sustainable, resilient local food economy and to report to the Legislature. Appropriates funds to establish the working group, develop the plan, and fund an unspecified number of sustainability specialist positions within the Office of Planning and Sustainable Development's Statewide Sustainability Program. RELATING TO PARENTAL RIGHTS.

Establishes the Parental Rights Protection Act, which makes the liberty of a parent to direct the upbringing, education, care, and welfare of a parent's child a fundamental right. Prohibits the State, counties, or any political subdivision thereof from infringing on the fundamental right without demonstrating a compelling governmental interest by the least restrictive means.

RELATING TO WASTE MANAGEMENT.

Establishes an Extended Producer Responsibility Program. Requires certain producers of fast-moving consumer goods to register with the Department of Health and pay an annual fee based on the amount of packaging volume the covered producer places on the market each calendar year. Provides for the deposit of fees into an Extended Producer Responsibility Special Fund. Provides for the expenditure of moneys from the Extended Producer Responsibility Special Fund for the creation of a report that assesses the resources needed to reduce the volume of packaging waste sent to landfills or power plants that burn municipal solid waste as a fuel by fifty per cent and eighty per cent by a date to be determined by rule. Appropriates funds. (SD1)

PROPOSING AN AMENDMENT TO ARTICLE I OF THE CONSTITUTION OF THE STATE OF HAWAII TO RECOGNIZE AND PROTECT THE INHERENT AND INALIENABLE RIGHT OF ALL PEOPLE TO CLEAN WATER AND AIR, A HEALTHFUL ENVIRONMENT AND CLIMATE, HEALTHY NATIVE ECOSYSTEMS, AND BEACHES.

Proposes a constitutional amendment to ensure that the inherent and inalienable right of the people, including future generations, to clean water and air, a healthful environment and climate, healthy native ecosystems, and beaches, shall be protected and shall not be infringed.

RELATING TO CESSPOOLS.

Establishes an income tax credit for certain cesspool upgrades. Requires upgrades to certain cesspools at the point of sale. Requires cesspools be upgraded by 2030, 2035, or 2050 depending on the cesspool's priority level. Appropriates funds.

RELATING TO ENVIRONMENTAL PROTECTION.

Establishes a visitor green fee program that requires that visitors purchase a license which is valid for one year for the use of a state park, beach, state-owned forest, hiking trail on state-owned land, or other state-owned natural area, to be administered by the department of land and natural resources. Establishes a visitor green fee special fund, into which shall be deposited fees, penalties, appropriations, and gifts and donations for the program. Establishes an environmental legacy commission, which shall be responsible for allocating disbursements and awarding grants from the visitor green fee special fund for the protection, restoration, enhancement, care, and increased resilience of Hawaiʻi's natural and outdoor recreational resources. Appropriates fund for the establishment of the environmental legacy commission and a strategic plan. Requires annual reports to the legislature on the progress of the program.
