Requires the Department of Agriculture to conduct a feasibility study to identify potential sites in the State for an aquaculture park that promotes commercial aquaculture expansion. Requires a report to the Legislature prior to the Regular Session of 2025. Declares that the general fund expenditure ceiling is exceeded. Makes an appropriation.
Requires the Board of Agriculture to submit a report on the percentage of agricultural lands that are suitable for farming and actively farmed and certain dollar amounts relating to lease transfers between lessees.
Imposes new security requirements for voting systems. Deems certain acts relating to election tampering or security breaches as acts of election fraud. Appropriates moneys for video security surveillance recording equipment for the state's voting system. Declares that the appropriation exceeds the state general fund expenditure ceiling for fiscal year 2024-2025.
Beginning with the 2025-2026 school year, requires all public, private, and charter schools in the State to include thirty minutes of instruction in cardiopulmonary resuscitation and training in the proper performance of the Heimlich maneuver in their health education curriculum required for graduation for students in grades 9-12. Specifies instruction requirements. Waives liability for instruction under certain circumstances.
Prohibits the manufacture, sale, offer for sale, distribution for sale, and distribution for use of any food packaging, food service ware, cosmetic, or personal care product that contains intentionally added perfluoroalkyl and polyfluoroalkyl substances, with certain exceptions.
Establishes a Green Environmental Fee Program that requires certain users to purchase an annual license for the use of a state beach, park, forest, trail, or other natural area on state land, to be administered by the Department of Land and Natural Resources. Establishes a Green Environmental Fee Special Fund, into which shall be deposited fees, penalties, appropriations, and gifts and donations for the program; allows moneys deposited into the fund to be used for the marketing and publication of the program and for transfers to the Beach Restoration Special Fund, State Parks Special Fund, and Hawaiʻi Statewide Trail and Access Program, known as Na Ala Hele. Requires annual reports to the Legislature. Makes an appropriation to establish positions within the Department of Land and Natural Resources in support of the program.
Authorizes the Department of Education to establish a recognition program to incentivize schools to submit to the Department a plan for the school to reach the local farm to school meal goal of thirty per cent of food served in the school to consist of locally sourced products by 2030. Requires public high schools under the Department of Education to provide plantbased meals as an option under the school meals program.
Beginning with the 2025-2026 school year, requires the Department of Education to include the teaching of financial literacy in grades nine through twelve. Requires students in grades nine through twelve to complete one course in financial literacy before graduation. Requires the Board of Education to provide professional development to teachers who are teaching financial literacy courses. Requires the Board of Education to adopt administrative rules to implement financial literacy education curriculum and regularly review the financial literacy curricula plan. Authorizes the Board of Education to consult with other state and county agencies, private entities, and nonprofit organizations to disseminate information on financial literacy education resources.
Establishes the Dam and Appurtenance Improvement or Removal Grant Program for plans, design, construction, and equipment that is used to improve or remove deficient dams and appurtenances as determined by the Department of Land and Natural Resources. Specifies eligibility requirements for dam and appurtenance improvement or removal grants. Appropriates funds.
