RELATING TO PEST CONTROL OPERATORS.

Establishes pest control operator examination processes in statute. Establishes pest control operator continuing education training requirements. Establishes a pest control operator application coordinator position in the DCCA. Requires the DCCA and the DOA to review and update all published information regarding pest control operator licenses, examinations, and continuing education training requirements and processes.

RELATING TO AFFORDABLE HOUSING.

Requires a percentage of units in a housing development on public land or real property in a county-designated transitoriented development zone and under the control of the Board of Land and Natural Resources, the Hawaii Housing Finance and Development Corporation, or the Hawaii Community Development Authority to be sold or rented to low-income residents. Applies only to transfers of a leasehold interest in the public land or real property.

RELATING TO PHYSICIAN ASSISTANTS.

Requires continuing education for physician assistants to renew their licenses. Prohibits the Hawaii Medical Board from requiring a physician assistant to maintain or receive certification by the National Commission of Certification of Physician Assistants to satisfy the requirement for continuing education or for license renewal.

RELATING TO STATE BOARDS AND COMMISSIONS.

Clarifies that any member of a state board or commission, whose nomination for reappointment is withdrawn by the governor for cause prior to the senate's action to advise and consent or not advise and consent, shall be considered disqualified and ineligible to continue to serve as a holdover member beyond the member's most recent term of appointment.

RELATING TO FRANCHISE INVESTMENT LAW.

Requires franchisees to disclose their non-participation in advertising campaigns of the franchisor in which discounts or promotions are offered. Prohibit franchisors from limiting or restricting the disclosures.

RELATING TO HOUSING.

Allows taxpayers a twenty-five per cent income tax deduction for amounts received as rent from recipients of the housing choice voucher program.
