RELATING TO GENERAL EXCISE TAX EXEMPTIONS.

Establishes a general excise tax exemption for the gross proceeds or income from the sale of groceries that are eligible under the Supplemental Nutrition Assistance Program and prescription drugs.

RELATING TO THE HAWAII PENAL CODE.

Creates the offense of resisting an order to stop a motor vehicle under unauthorized control. Makes new offense a class B felony. Makes it a class B felony to exert unauthorized control of a propelled vehicle.

RELATING TO CEMETERIES.

Limits liability for volunteers and certain entities that provide volunteers to maintain or repair cemetery grounds. Requires the director of commerce and consumer affairs, in consultation with the comptroller, to develop strategies for repair and maintenance of Sunset Memorial Park in Pearl City, Oahu. Requires report to Legislature.

RELATING TO MANDATORY REPORTING REQUIREMENTS.

Requires certain health care professionals, health care employees, social workers, and law enforcement employees or officers to report suspected cases of labor trafficking or sex trafficking.

RELATING TO COASTAL HIGHWAYS.

Requires the Department of Transportation to work in conjunction with the Department of Land and Natural Resources, the School of Ocean and Earth Science and Technology of the University of Hawaii, the county of Maui and federal agencies to develop a strategic plan to protect coastal highways from the effects of coastal erosion and update the plan as needed every five years. Requires a report to the legislature. Appropriates funds.

RELATING TO PESTICIDES.

Requires the department of agriculture, in collaboration with the department of health, to create a restricted use pesticide amnesty program and provide restricted use pesticide amnesty bins within each county for the anonymous and proper disposal of illegal or unused restricted use pesticides.

RELATING TO CONVEYANCE TAX.

Assesses an additional conveyance tax of 50 cents per $100 for units in the Kakaako community development district with a value of at least $1,000,000. Requires the proceeds to be used for the development of affordable housing by the Hawaii housing finance and development corporation.
