Increases the minimum wage to $10.50 per hour in 2020. Repeals language allowing the hourly wage of a tipped employee to be increased on account of tips. Requires the department of labor and industrial relations to annually calculate the adjusted minimum wage rate to the nearest five cents using the Honolulu region CPI-W.

Exempts the department of transportation from board of land and natural resources approval for acquisition of property that will be used for highway purposes.
Establishes a task force to review the school impact fees law, the enforcement of the law, and recommend any necessary amendments. Appropriates funds for the administrative and operating expenses of the task force.
Appropriates funds into and out of the rental housing revolving fund and dwelling unit revolving fund.
Authorizes teachers to instruct vocation, technical, or career pathway classes without possessing an applicable bachelor's degree. Requires the Department of Land and Natural Resources to prepare a resource land acquisition plan by 6/30/2021. Requires periodic reporting to the Legislature on the progress of preparing the plan.
Requires the department of transportation and the county transportation departments to adopt a vision zero policy that seeks to prevent and ultimately eliminate all traffic fatalities through a combination of engineering, enforcement, education, and emergency response strategies that focus on equity. Establishes a temporary working group to develop an action plan and review certain specified traffic policies and guidelines. Reports to legislature in 2020 and 2021. Appropriates funds.
Requires a two-year motor vehicle inspection safety check for vehicles ten years of age or newer. Doubles the inspection fee for the two-year vehicle inspection safety check.
Establishes the photo red light imaging detector systems program. Authorizes counties to administer the program. Requires proceeds of fines to be expended in the county from which they were collected for operation of the program. Makes an appropriation.
Requires, in places of public accommodation, a ratio of one electric vehicle parking stall per 100 stalls by 2020 and a ratio of two electric vehicle parking stalls per 100 stalls by the year 2024. Designates the appropriate county authority having jurisdiction over planning and permitting for enforcement. Specifies procedures for enforcement.
