Replaces the environmental response, energy, and food security tax with a carbon emissions tax. Repeals state fuel taxes under the fuel tax law. Takes effect 1/1/2021; provided that repeal of the fuel tax credit for commercial fishers takes effect beginning with taxable years after 12/31/2020.
Requires electric utilities to compensate electricity producers for excess electricity credits.
Establishes the Automated Speed Enforcement Systems Program (Program). Authorizes counties to administer the Program. Requires proceeds of fines to be expended in the county from which they were collected for operation of the Program. Makes an appropriation. Establishes a Speed Committee.
Prohibits defendants from claiming that discovery, knowledge, or disclosure of a victim's gender, gender identity, gender expression, or sexual orientation resulted in extreme mental or emotional disturbance sufficient to reduce a charge of murder to a charge of manslaughter unless the other circumstances of a defendant's explanation exist and are sufficient to reasonably find extreme mental or emotional disturbance.
Authorizes conscientious beliefs as a basis for exemption from vaccination requirements. Requires that the first option for quarantine of an individual be quarantined inside that individual's residence.
Allows for and appropriates funds for the state department of defense Hawaii emergency management agency to assemble twenty-five civilian community teams to assist communities during emergencies and disasters and to hire a coordinator to help establish, train, and assist the teams.
Requires commercial marine license applicants to appear in person before the department of land and natural resources. Prohibits the department from issuing or renewing a commercial marine license to an alien crew member who has not been granted permission to land temporarily pursuant to federal law.
Excludes from the definition of "advertisement" communications on clothing and other attire associated with a candidate's candidate committee. Removes clothing, other attire, yard signs, and sundry items and advertisements made by a candidate or candidate's candidate committee from electioneering communication reporting requirements.
Clarifies that Hawaii's anti-discrimination law does not prohibit or prevent an employer, employment agency, or labor organization from refusing to hire or refer or from discharging an individual for reasons unrelated to unlawful discriminatory practices.
