RELATING TO THE UNIVERSITY OF HAWAII.

Allocates money from the tourism special fund to help fund the intercollegiate athletic programs at the University of Hawaii at Manoa and University of Hawaii at Hilo to offset the higher costs that the University of Hawaii must pay for athletics compared to peer institutions. Repeals 6/30/2019. (SD1)

RELATING TO MOPEDS.

Prohibits the owner of a moped or a moped dealer or repair shop from modifying a moped, including removing a speed limiter, to increase the top speed and horsepower. Makes current fine applicable to moped owners. Increases penalty to a petty misdemeanor fine for a moped dealer or repair shop. Clarifies a moped dealer or repair shop will not be fined unless the dealer or shop is the entity that makes the modification. (SD1)

RELATING TO TECHNOLOGY INNOVATION.

Establishes the Technology Innovation Corporation, a corporation attached to the High Technology Development Corporation, to assist in attracting high technology development opportunities to the State. Appropriates funds. (SD1)

RELATING TO HOMELESSNESS.

Allocates $2,000,000 of annual transient accommodations tax revenues to DHS to contract with provider agencies operating or managing a homeless facility or any other program for homeless persons in tourism-impacted areas. Takes effect 1/1/2018. (SD1)

RELATING TO ABUSE OF FAMILY OR HOUSEHOLD MEMBERS.

Makes physical abuse consisting of intentionally or knowingly impeding normal breathing or circulation of blood of a family or household member by any means a class C felony. Takes effect on 01/07/2059. (SD1)

RELATING TO MEDICAL MARIJUANA.

Clarifies that an adequate supply of medical marijuana authorized for possession by a qualifying patient and the primary caregiver includes seven marijuana plants that are at least twelve inches in height or width, and seven marijuana seedlings that are less than twelve inches in height and width. Authorizes primary caregivers to continue cultivating marijuana for qualifying patients until December 31, 2020. Defines edible cannabis products as manufactured cannabis that is intended to be used, in whole or in part, for human consumption and provides manufacturing requirements for edible cannabis products. Authorizes licensed medical marijuana dispensaries to manufacture and distribute edible cannabis products beginning July 1, 2018. Effective 7/1/2050. (SD1)

RELATING TO DISASTER RELIEF.

Allows, in cases where the Department of Education directly expends its own funds for disaster relief to be directly credited with any federal disaster relief reimbursement. Clarifies that the Department of Education may carry over funds received as disaster relief appropriation or reimbursement. (SD1)

RELATING TO TAXATION.

Allows transient accommodations brokers to register as tax collection agents to collect and remit general excise and transient accommodations taxes on behalf of operators and plan managers using their services. Ensures that the subject property is in compliance with applicable land use laws. Sunsets on 12/31/2022.
