Authorizes the electronic transmission of databases containing driver's license and civil identification card information to election officials and the statewide voter registration system. Requires the Office of Elections to join the Electronic Registration Information Center and share information with counties to encourage voter participation and ensure integrity of voter registration rolls. Prohibits the issuance of new building permits unless it is established that the building will be furnished with equipment that allows for the collection and future use of gray water. Provides for exemptions. Takes effect on 1/1/2020. (SD1)
Requires commercial marine license applicants to appear in front of DLNR in person. Prohbits DLNR from issuing or renewing a commercial marine license to an alien crew member who has not been granted permission to land temporarily pursuant to federal law.
Clarifies the allowable and prohibited practices and training requirements for dental assistants.
Requires condominium boards to post board meeting agendas and make board meeting materials available to association members at least seven days prior to each meeting. Requires association members to be provided an opportunity to submit materials and present testimony about any item on the board meeting agenda. Requires board meeting minutes to include the recorded vote of each board member on all motions without exception. Requires boards to make approved minutes available to association members within seven calendar days. Reduces the number of days after the meeting by which the board must make available unapproved final drafts of the minutes of a meeting.
Requires a finding of substantial evidence that a vulnerable adult has incurred abuse or is in danger of abuse prior to the issuance of an order for immediate protection when the vulnerable adult is living at home with a prognosis of six months or less to live.
Establishes the exclusive jurisdiction of the small claims division of the district court over cases in which the amount claimed is $1,000 or less exclusive of interest and costs. Expands the small claims division's jurisdiction over personal property cases to include any personal property worth $5,000 or less.
Establishes the Technical Literacy for Incarcerated Individuals Pilot Program to be administered in one men's and one women's correctional facility in the State. Appropriates funds.
Requires the interest earned on the balance of the Hawaii hurricane reserve trust fund to be retained in the trust fund. Requires the board of directors of the Hawaii Hurricane Relief fund to conduct a study of the acquisition of a catastrophic hurricane loss financing arrangement with all or a portion of the interest earned in the trust fund. Appropriates hurricane reserve trust fund moneys for the study. (SD1)
