RELATING TO AGRICULTURE.

Permits the acquisition of raw milk and raw milk products by consumers if certain conditions are met, including a label indicating that raw milk and raw milk products are not pasteurized and are only intended for consumption by pet animals. Requires farms and dairies that produce raw milk or raw milk products to register with the department of health. Takes effect 7/1/2050. (SD1)

RELATING TO THE UNIVERSITY OF HAWAII.

Allocates money from the tourism special fund to help fund the intercollegiate athletic programs at the University of Hawaii at Manoa and University of Hawaii at Hilo to offset the higher costs that the University of Hawaii must pay for athletics compared to peer institutions. Repeals 6/30/2019. (SD1)

RELATING TO HAWAIIAN LANGUAGE.

Appropriates funds to the University of Hawai‘i to translate the Hawai‘i State Constitution into the Hawaiian language. (SB560 HD1)

RELATING TO LAW ENFORCEMENT CAMERAS.

Establishes requirements for body-worn cameras for law enforcement officers. Establishes policy guidelines for the use and discontinuance of use of body-worn cameras by law enforcement officers. Establishes certain restrictions on the use of body-worn cameras by on-duty law enforcement officers. Adds retention and deletion requirements for body-worn camera footage. Prohibits certain uses of body-worn camera video footage. Establishes violations of recording and retention requirements. Appropriates funds as a grant-in-aid to each county for the purchase of body-worn video cameras; provided that no funds appropriated to a county shall be expended unless matched dollar-for-dollar by the county. Requires the county police departments to report costs of implementing and maintaining the body-worn camera program to the legislature. Takes effect on 1/7/2059. (SD2)

RELATING TO MOPEDS.

Prohibits the owner of a moped or a moped dealer or repair shop from modifying a moped, including removing a speed limiter, to increase the top speed and horsepower. Makes current fine applicable to moped owners. Increases penalty to a petty misdemeanor fine for a moped dealer or repair shop. Clarifies a moped dealer or repair shop will not be fined unless the dealer or shop is the entity that makes the modification. (SD1)

RELATING TO NON-DISCRETIONARY COSTS.

Requires the Department of Budget and Finance to submit to the Legislature before the 2019 regular session a report with estimates for fiscal year 2018-2019 and fiscal year 2019-2020 of general fund appropriations and expenditures for non-discretionary costs. Requires the Director of Finance to recommend whether the information should be provided annually after 2019. (CD1)

RELATING TO COURT JURISDICTION.

Provides that circuit and family courts shall have concurrent jurisdiction over certain felonies under certain circumstances involving the offense of endangering the welfare of a minor in the first degree, endangering the welfare of a minor in the second degree, or endangering the welfare of an incompetent person. Provides that district and family courts shall have concurrent jurisdiction regarding the offense of endangering the welfare of a minor in the second degree and endangering the welfare of an incompetent person under certain conditions. RELATING TO CONDOMINIUMS.

Prohibits associations of apartment owners, boards of directors, managing agents, resident managers, unit owners, and persons acting on behalf of associations or unit owners from retaliating against a unit owner, board member, managing agent, resident manager, or association employee who files a complaint; acts in furtherance of a complaint, report, or investigation of an alleged violation of the State's condominium laws or a condominium's governing documents; or exercises or attempts to exercise any right as a unit owner.
