RELATING TO SCHOOLS.

RELATING TO FORENSIC IDENTIFICATION.

Requires DNA samples from a felony offender regardless of whether the offender completed a criminal sentence, or was otherwise discharged from the jurisdiction of the court, for the qualifying felony offense prior to July 1, 2017, and retroactively to July 1, 2005. Takes effect on 1/7/2059. (SD2)

RELATING TO ELECTIONS.

Authorizes the electronic transmission of databases containing driver's license and civil identification card information to election officials and the statewide voter registration system. Requires the Office of Elections to join the Electronic Registration Information Center and share information with counties to encourage voter participation and ensure integrity of voter registration rolls. RELATING TO PROCUREMENT.

Requires public procurement construction bids to list subcontractors and joint contractors only for contracts of an unspecified dollar amount or more; provided that bids lacking this list may be accepted if in the State's best interest and subcontractor and joint contractor work is an unspecified per cent or less of the total bid amount. Effective July 1, 2050. (SD1)

RELATING TO THE HAWAII HEALTH AUTHORITY.

Requires the Hawaii Health Authority (HHA) to submit an updated comprehensive health plan to the Legislature. Appropriates funds for the hiring of an executive director and other staff and other expenses necessary for HHA to carry out its duties and responsibilities.

RELATING TO TAXATION.

Allows hosting platforms registered with the department of taxation to act as tax collectors on behalf of the short-term rental lodging operators and applies the general excise tax on short-term rental lodging. Requires hosting platforms to report detailed operator information, including addresses and number of booking transactions, with the filing of tax returns and requires short-term rental lodging operators to keep records of each booking transaction for a period of at least three years. Limits the number of short-term rental lodging units that can be registered by any one operator and sets a cap of the number of nights permitted. Creates a surcharge on short-term rental lodging in the State to fund supportive services for Hawaii's homeless.
