Appropriates moneys to the Office of Veterans' Services to perform its statutory duties, including maintaining a center that provides information, counsel, aid, and assistance to veterans, their families, and their dependents; and cooperating with federal agencies responsible for the administration of rights and benefits granted to veterans, their families, and their dependents. No later than January 1, 2026, requires the Department of Accounting and General Services to install and maintain automated external defibrillators in all state buildings, including all public schools. Requires DAGS to establish a Cardiac Emergency Response Plan and work with the counties to implement the plan into the counties' emergency service provider protocols. Requires DAGS to provide trainings on the use of automated external defibrillators and the performance of cardiopulmonary resuscitation for state employees and security staff of certain state agencies. Makes appropriations.
Clarifies that the prohibition against board and commission holdover members from holding office beyond the end of the second regular legislative session following the expiration of the member's term of office takes precedence over any conflicting statutes.

Establishes the Office of the State Architect within the Department of Accounting and General Services to be headed by the State Architect. Authorizes the State Architect to organize, manage, and oversee the design review of all state construction projects and issue design approvals. Establishes the Design Review Special Fund. Requires the State Architect to submit a report to the Governor and Legislature. Authorizes DAGS to provide centralized design review services for state construction projects and issue design approvals through the State Architect. Exempts state construction projects from county building permit, inspection, and certificate of occupancy requirements, subject to certain conditions. Makes appropriations.
Reestablishes the Cancer Research Center of Hawaii as an organized research unit within the University of Hawaii John A. Burns School of Medicine (JABSOM) that is administered by a director appointed by the University of Hawaii's board of regents with direct lines of reporting to the chancellor of the University of Hawaii at Manoa, provost of the University of Hawaii at Manoa, and dean of JABSOM. Requires funds expended from the Research and Training Revolving Fund for JABSOM and the Cancer Research Center of Hawaii to be used for research and research-related purposes only. Repeals provisions that required the Cancer Research Center of Hawaii to be administratively affiliated with JABSOM.
Clarifies the registration process for beekeepers with the Department of Agriculture. Requires the Department of Agriculture to provide guidance and support to registered beekeepers to help beekeepers adhere to certain industry standards and best management practices. Establishes a limitation on liability for any registered beekeeper who follows industry standards and best practices. Appropriates funds. Takes effect 7/1/2050. (SD1)
Establishes an Agricultural Workforce Housing Working Group within the Department of Agriculture to address the shortage and challenges of agricultural workforce housing in the State. Requires reports to the Legislature. Appropriates funds. (SD1)
Requires the Department of Human Resources Development to allow other executive branch departments to select applicants for civil service positions from the applicant pool for initial screening.
