Makes both the representative of the Building Industry Association of Hawaii and the representative of the General Contractors Association of Hawaii permanent standing members of the State Building Code Council, instead of members who alternate terms every 4 years. Adds members representing the Plumbers and Fitters United Association, Local 675 and International Brotherhood of Electrical Workers, Local 1186 to the State Building Code Council. Allows voters in a primary or special primary election to vote for any candidate for any office without regard to the voter or candidate's political party preference. Requires the Attorney General to establish a confidential process for persons to anonymously file complaints against public employees. Requires the Attorney General to review and forward the complaints to the department, board, commission, or agency deemed appropriate by the Attorney General. Requires the departments, boards, commissions, and agencies to process the complaint pursuant to their standard complaint-processing procedures and report the disposition to the Attorney General. Requires mortgage servicers to comply with certain requirements regarding the disbursement of insurance proceeds for residential real estate that has been destroyed or damaged.

Requires the Department of Agriculture and Biosecurity to accept the transfer of and manage certain qualifying non-agricultural park lands. Authorizes the Department of Agriculture and Biosecurity to request information related to easements prior to any transfer of certain qualifying non-agricultural park lands. Requires the Department of Land and Natural Resources to obtain approval from the Board of Land and Natural Resources and Board of Agriculture and Biosecurity before pasture lands are removed for reforestation or other public purposes. Establishes the Affordable Housing Land Inventory Task Force within the Office of Planning and Sustainable Development to conduct a study, subject to legislative appropriation, on how to maximize housing development in transit-oriented development zones or other areas on state or county lands. Requires the Department of Land and Natural Resources to identify public lands on each island of Kauai, Oahu, Molokai, Lanai, and Hawaii, that may be newly designated as public hunting areas for the hunting of game birds and game mammals without conflicting with other land uses.
