RELATING TO PUBLIC EMPLOYMENT.

Establishes a paid family leave program for state and county employees. Authorizes a qualifying employee to take up to 12 weeks of paid leave for the birth or placement of a child or to care for a family member who has a serious health condition. Requires the employee to agree to subsequently work for the employer for at least 12 weeks upon return to service except under certain conditions.

RELATING TO AGE VERIFICATION FOR APP DEVELOPERS AND APP STORES ACT.

Beginning 7/1/2027, requires app store providers to determine the age category for each of their users in the State and verify their age; provide a mechanism for parents to block minors from downloading unsuitable apps; and obtain parental consent before allowing a minor to use their app store or download and purchase apps. Requires certain app store providers to provide parents with a mechanism to set filters and usage limits for minors. Requires certain app store providers to display age ratings and content description for each app available in their app store. Establishes age verification and parental consent requirements for certain app developers. Establishes violations as unfair or deceptive act or practice. Requires the Department of Commerce and Consumer Affairs to adopt rules no later than 7/1/2026.

RELATING TO REGULATORY SUNSET REVIEW IN HAWAII.

Establishes a regulatory review program overseen by the Department of the Attorney General to evaluate all Hawaii Administrative Rules adopted by state agencies and identify any rules that should be retained, modified or repealed. Requires each state agency to review 20 per cent of their rules every year and submit a report to the Department of the Attorney General. Requires the Department of the Attorney General to notify the Governor and Legislature of any noncompliance by a state agency, adopt rules, and submit annual reports to the Legislature and Governor. Appropriates funds. Effective 1/1/2525. (SD1)

RELATING TO SPORTS WAGERING.

Allows for the regulation of sports wagering by the Department of Business, Economic Development, and Tourism. Establishes licensing requirements for sports wagering operators and sports wagering suppliers. Specifies that sports wagering shall not be considered games of chance or gambling. RELATING TO HOUSING.

Clarifies that projects seeking exemptions from planning and development laws and rules may be modified by the Hawaii Housing Finance and Development Corporation under certain conditions. Authorizes HHFDC to make recommendations to appropriate Legislative bodies. Requires HHFDC or a county to accept an application seeking certain exemptions within thirty days, and to process the application within one hundred twenty days before final approval by a county legislative body for certain housing projects. RELATING TO EMERGENCY MEDICAL RESPONSE.

No later than January 1, 2026, requires the Department of Accounting and General Services to install and maintain automated external defibrillators in all state buildings, including all public schools. Requires DAGS to establish a Cardiac Emergency Response Plan and work with the counties to implement the plan into the counties' emergency service provider protocols. Requires DAGS to provide trainings on the use of automated external defibrillators and the performance of cardiopulmonary resuscitation for state employees and security staff of certain state agencies. Makes appropriations.

RELATING TO CONSUMER PROTECTION.

Prohibits covered entities in the State from entering into contracts with drug manufacturers that limit the covered entities' use of contract pharmacies. Voids contract provisions for certain drugs if the provisions are based on the maximum allowable cost payment model. Authorizes the attorney general to bring a civil action for violations.
