Requires developers of condominium projects in the agricultural district to declare in their public report that the project plan was disclosed and that the developer offered to, or conducted, a presentation disclosing the project plan to the respective community association or neighborhood board at least sixty days prior to registration of the project.

Enables crisis intervention team officers to determine if an individual meets the criteria for emergency examination or hospitalization. Authorizes crisis intervention team officers to transport an individual experiencing a mental health crisis to a crisis center. Appropriates funds as a grant-in-aid for the development of a crisis intervention team program.
Appropriates funds for the manufacturing development program.
Establishes a state highway patrol within the Sheriff Division of the Department of Public Safety. Appropriates moneys.
Requires the Department of Land and Natural Resources to use certain reporting and accountability procedures in implementing the public land trust reporting requirements of Act 178, Session Laws of Hawaii 2006. Requires the Department of Land and Natural Resources to consult with the Office of Hawaiian Affairs to ensure that the accounting and reporting is accurate and inclusive.
Appropriates funds for capital improvement projects in the twenty-first senatorial district.
