Appropriates funds for capital improvement projects of the department of accounting and general services.

Authorizes schools to accept donations in exchange for naming rights of school buildings, facilities, equipment, and fixtures.
Requires the department of business, economic development, and tourism to conduct a study on potential areas of economic development, other than tourism, for the county of Hawaii and requires the department to research potential means to expand the manufacturing industry in the county of Hawaii. Appropriates funds to conduct the study.
