RELATING TO AGRICULTURE.

Gives the Board of Agriculture authority to decide on a case-by-case basis which entities qualify for a non-agricultural park lease. Establishes certain conditions and qualifications that must be met in order for the Board to deem an entity eligible for a lease. Effective 7/1/2050. Sunsets on 6/30/2024. (SD2)

RELATING TO HUMAN SERVICES.

Authorizes the Department of Human Services and the Department of Health to contract the services of dedicated capture managers responsible for securing grant and other funding opportunities for each department. Authorizes the Department of Human Services and the Department of Health to establish a three-year full time temporary exempt position to support the grant development program. Appropriates funds. RELATING TO IOLANI PALACE.

Appropriates funds for the repair, restoration, and maintenance of Iolani Palace's coronation pavilion, two pergolas, and fountain, and for the implementation of mitigation measures to protect the Palace's collection of artifacts from the threat of fire. (SB504 HD1)

RELATING TO SALARY OVERPAYMENTS.

Requires each department to deduct the department's total salary and wage overpayment from the department's budget request for the following fiscal biennium. Removes the 2year statute of limitations on determination and notice to an employee of salary and wage overpayment. (SB503 HD1)

RELATING TO THE DEPARTMENT OF HEALTH.

Requires the Department of Health to establish a working group to examine and advise on amendments that can be made to the statutory description of the Department's powers, duties, functions, and responsibilities. Authorizes the working group to evaluate the health impact assessment tool. Appropriates funds to support the activities of the working group. Effective 7/1/2050. (SD2)

RELATING TO CLIMATE CHANGE.

Requires the Hawaii Climate Change Mitigation and Adaptation Commission to prioritize nature-based solutions in its climate change mitigation and adaptation efforts and assess risk transfer market mechanisms that promote investments in nature to reduce the risks of climate change. RELATING TO CONSUMER PROTECTION.

Requires that food scales be approved for use, accurate, and properly licensed by the department of agriculture as a commercial measuring device and that indicate the price of the item being weighed. Exempts farmers' markets. Effective 7/1/2050. (SD1)
