Requires both chambers of the legislature to establish rules for livestreaming public hearings and informational briefings at the state capitol to the public through audiovisual technology.

Amends the definition of "lot", "houselot", "residential lot", and "residential houselot" in section 516-1, HRS, by deleting the requirement that such parcels be zoned for residential use.
Requires pharmacy benefit managers to notify contracting pharmacies of changes to maximum allowable costs for any drug, identified by its National Drug Code, fifteen days prior to the change. Requires pharmacy benefit managers to disclose where an equivalent drug can be obtained at or below the maximum allowable cost, when a maximum allowable cost appeal is upheld on appeal. Requires pharmacy benefit managers to: allow contracting pharmacies to reverse and rebill claims if the pharmacy benefit manager establishes a maximum allowable cost that is denied on appeal; and pay the difference to the contracting pharmacies. Permits contracting pharmacies to decline to dispense a drug if the reimbursement is less than the acquisition cost. Permits the insurance commissioner to revoke a pharmacy benefit manager's registration if the manager does not comply with state law. Requires the Department of Health to annually report to the legislature and any other state agency on appeals and disposition.
Extends various reporting deadlines and the sunset date of the cesspool conversion working group established pursuant to Act 132, Session Laws of Hawaii 2018. Extends the lapse dates for funds appropriated to conduct a comprehensive statewide study of sewage contamination in nearshore marine areas and for research and technical assistance necessary for completion of the comprehensive cesspool conversion plan. Aligns the salary of the Public Utilities Commission chair with the highest pay tier of the First Deputy Attorney General. Aligns the salary of the other Public Utilities Commission commissioners with the lowest pay tier of the First Deputy Attorney General. Effective 7/1/2050. (SD2)
Amends the physical therapy practice act to allow physical therapists to practice dry needling.
Requires the policy advisory board for elder affairs to establish quorum requirements through its bylaws and post its bylaws on the executive office on aging's website. Specifies that a majority of currently serving members, but no fewer than eight, shall constitute quorum. (SD1)
Requires the Office of Enterprise Technology Services, in collaboration with the Department of Education, to establish a working group to study the Department of Education's information technology infrastructure, operations, and services. Establishes the members and duties of the working group.

Prohibits a person from intentionally or knowingly manufacturing, importing, installing, reinstalling, distributing, selling, or offering for sale any counterfeit supplemental restraint system component, nonfunctional airbag, or airbag that does not meet federal safety requirements. Prohibits a person from intentionally or knowingly selling, offering for sale, installing, or reinstalling in a motor vehicle any device that causes the motor vehicle's diagnostic systems to fail to warn that the motor vehicle is equipped with a counterfeit supplemental restraint system component or nonfunctional airbag or that no airbag is installed, as applicable.
