RELATING TO HOUSING.

Requires each county to prepare a housing supply plan to plan for projected increases in the State's housing supply to meet housing demands of the respective county, identify and analyze existing and projected housing needs for all income levels, and identify adequate sites for housing, including rental housing. RELATING TO THE YOUTH COMMISSION.

RELATING TO EDUCATION.

Allows the Department of Education to provide sexual abuse and sex trafficking prevention training to certain staff. Requires DOE to make available to certain staff explanatory information about protocols that DOE has approved for providing services to victims of sexual abuse and sex trafficking. (SD1)

RELATING TO AGRICULTURAL LANDS.

Requires an owner or occupier of agricultural land to notify the Land Use Commission of the agricultural uses for which land was subdivided. Grants the Commission enforcement authority over conditions, restrictions, uses, and subdivision of agricultural lands, including the right to enter and inspect lands, issue orders, and impose fines or liens for violations. RELATING TO HOUSING.

Requires inclusion of an unspecified minimum percentage of affordable housing units in state agencies' development and redevelopment plans along the rail transit corridor. Allows the Office of Planning to make exceptions to the affordable housing requirement. Effective 7/1/2050. (SD1)

RELATING TO SCHOOL SUPPLIES.

RELATING TO TEACHER HOUSING.

Establishes the teacher home assistance program to be administered by the Hawaii Housing Finance and Development Corporation to provide housing vouchers to full-time teachers employed by the Department of Education, including teachers at public charter schools, who teach at a hard-to-fill school, as determined by the Department of Education, and whose household income does not exceed 80% of the area median income. RELATING TO THE LAND USE COMMISSION.

Provides the Land Use Commission with the power to amend, revise, or modify a decision and order granting a district boundary amendment, or fine a petitioner, when there has been a finding by the Land Use Commission that a petitioner or its successors or assigns have not adhered to a representation made by the petitioner or a condition imposed by the commission, regardless of whether there has been substantial commencement of use of the land. Defines "substantial commencement". Effective 1/1/2020. (SD2)
