RELATING TO AGRICULTURE.

Gives the Board of Agriculture authority to decide on a case-by-case basis which entities qualify for a non-agricultural park lease. Establishes certain conditions and qualifications that must be met in order for the Board to deem an entity eligible for a lease. Effective 7/1/2050. Sunsets on 6/30/2024. (SD2)

RELATING TO HOUSING.

Establishes the office of the affordable housing advocate to work with all state agencies that manage land to solve the housing shortage, and monitor, comment, and report on the State's production of affordable housing units, the development and implementation of laws, regulations, and policies relating to affordable housing. RELATING TO PUBLIC ACCESS TO THE SHORELINE IN SOUTH MAUI.

Requires the Department of Land and Natural Resources, in collaboration with the county councilmember representing the south Maui residency area, Kihei Community Association, and ‘Aha Moku O Kula Makai, to develop a master plan to expand public access to the shoreline in south Maui, particularly state-owned land. Appropriates funds.

RELATING TO ELECTIONS.

Requires the Chief Election Officer, with assistance from the county clerks for elections involving county offices and countywide ballot issues, to publish an online voters' pamphlet on the Office of Elections' public website and publish and distribute postcards notifying voters of the online voters' pamphlet website address. Appropriates moneys to allow the chief election officer to produce and distribute an online voters' pamphlet and voters' pamphlet postcards for each election. (SD1)

RELATING TO CHILD VISITATION.

Requires a finding that denial of reasonable grandparent visitation rights would cause significant harm to the child as a condition of awarding grandparent visitation rights. Clarifies procedures for an order awarding reasonable grandparent visitation rights. Specifies that a violation of the terms and conditions of the order is punishable as contempt of court.

RELATING TO AHUPUA‘A ‘O KAHANA STATE PARK.

Appropriates moneys to the Hawaii Housing Finance and Development Corporation for low-interest home construction and home improvement loans to holders of Ahupua‘a ‘O Kahana State Park residential leases. Lapses funds appropriated to the general fund on June 30, 2023. Effective 7/1/2050. (SD1)

RELATING TO THE OFFICE OF THE LIEUTENANT GOVERNOR.

Expands the duties and responsibilities of the Lieutenant Governor to include managing and overseeing public tours of the state capitol, managing vacancies on boards and commissions, processing applications to serve on boards and commissions, and any other applicable administrative duties. RELATING TO THE LOW-INCOME HOUSING TAX CREDIT.

Specifies that certain provisions of the Internal Revenue Code related to at-risk rules and deductions and to passive activity loss do not apply with respect to claims for the state low-income housing tax credit. Appropriates funds to establish one position in the Hawaii Housing Finance and Development Corporation to oversee the Low-Income Housing Tax Credit Program.
