Authorizes any county, under certain conditions, to collect up to fifty per cent of costs associated with providing law enforcement services for the construction of a project from the developer of the project.

Clarifies the grant application process requirements for organizations that may receive a grant from the State. Specifies additional grant application process requirements for nonprofit organizations.
Establishes the Hawaiian language fluency special fund to provide scholarships and tuition waivers for students who are fluent in the Hawaiian language and attend or intend to attend the University of Hawaii college of education; Appropriates funds to the Hawaiian language fluency special fund.
Authorizes the department of human services to assume temporary foster custody of a child without a court order and without the consent of the child's parents in specific circumstances where there is a risk of imminent harm to the child. Leaves final determination of whether a child should be removed into custody with the party who believe the child should be removed.
Requires any report of a study or an audit enacted with a legislative appropriation or adopted by concurrent resolution and conducted by an executive department or agency, including the Hawaii health systems corporation, and by the legislative reference bureau, auditor, judiciary, or office of Hawaiian affairs, to be submitted to the senate president, speaker of the house, chairs of the appropriate subject matter committee of each house, and the legislative reference bureau library. Requires a public hearing or informational briefing within one year of receipt of report, except if extension granted to the hearing or briefing requirement by the senate president or speaker of the house of representatives or if the requirement is waived by the senate president or speaker of the house of representative. Exempts financial and other regularly occurring audits.
Requires the Department of Land and Natural Resources and Department of Transportation to take certain actions necessary to create a Laniakea state wayside park on the north shore of Oahu. Authorizes the issuance of general obligation bonds and appropriates funds for planning and construction of the wayside park.
Establishes an organized research unit for cancer research within the University of Hawaii John A. Burns School of Medicine.
Requires a biotechnology company that sells a genetically modified animal, plant, or seed that the company knows or has reason to believe will be used to produce an agricultural commodity to provide written disclosure of possible risks from the use of such an organism. Specifies that written notice does not waive any liability a biotechnology company may have toward a purchaser.
Requires public water or sewer utilities to consider the disruption to transportation as a criterion in planning future maintenance.
Beginning January 1, , establishes a zero net vehicle growth policy in the State to ensure that the number of vehicles in the State does not exceed the vehicle threshold. Prohibits the importation of a vehicle into the State unless the dealer or individual importing the vehicle demonstrates proof that an existing vehicle in the State was recycled, destroyed, or transported out of the State and the importation of the vehicle does not cause the total number of vehicles in the State to exceed the vehicle threshold. Requires proof of compliance for dealers and individuals importing vehicles from out of the State.
