RELATING TO DIGITAL IDENTIFICATION.

Establishes a digital identification pilot program to be implemented by the director of transportation and administered by the examiner of drivers for each county. Requires the director of transportation to acquire or develop a mobile application that displays digital identification required for drivers' licenses and civil identification cards. Repeals on June 30, 2021.

RELATING TO AUTONOMOUS VEHICLES.

Requires the director of transportation to establish the autonomous vehicles testing program. Requires the program to authorize the testing of a vehicle in the State by an automated driving system. Exempts a vehicle with an engaged automated driving system from licensure. Provides protocol in case of an accident involving an autonomous vehicle. Requires a vehicle equipped with an automated driving system to be properly titled, registered, and insured. Preempts the counties from regulating the testing of autonomous vehicles that is in addition to regulation provided in state statute.

RELATING TO THE LICENSURE OF MIDWIVES.

Amends various provisions related to the licensure of midwives. Allows certified nurse midwives and direct-entry midwives to refer to themselves as "midwives". Allows a traditional midwife to practice midwifery under certain conditions. Repeals the repeal date for chapter 457J, Hawaii Revised Statutes.

RELATING TO RENT CONTROL.

Prohibits landlords from increasing rent above a certain percentage over any twelve-month period. Establishes provisions for rent control. Excludes certain properties from rent control. Requires a report regarding the effectiveness of rent control in the State. Repeals on 12/31/2030.

RELATING TO DIGITAL ASSETS.

Classifies digital assets under the Uniform Commercial Code. Specifies the manner of perfecting a security interest in digital assets. Authorizes banks to hold digital assets in their custody. Authorizes courts to hear claims relating to digital assets.

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Defines "beneficiary consultation". Prohibits the department of Hawaiian home lands from disposing or extending a general lease to non-beneficiaries, unless there are no applicants seeking to enter into a general lease to the use and occupancy of a tract of Hawaiian home lands. Requires the department to notify beneficiaries through beneficiary consultation prior to the disposition of Hawaiian home lands. Prohibits the department from establishing additional criteria to enter into a general lease with an applicant, under certain conditions. Specifies that the department may grant a license or enter into a general lease, under certain conditions. Allocates the interest or other earnings from the Hawaiian home loan fund and Hawaiian home general loan fund into their respective funds, under certain conditions. Requires the department to submit a quarterly report to the legislature and beneficiaries. Authorizes the department to negotiate with homestead association governed water agencies to maintain water systems prior to other service providers, under certain conditions.

RELATING TO ELECTION CAMPAIGNS.

PART I: Adopts the code of fair campaign practices to allow candidates and noncandidates to agree to conduct their campaigns consistent with the code. PART II: Allows for a candidate that obtains the minimum qualifying contribution amount for public funding be eligible to receive payments of $3 for each $1 of qualifying contributions under $10 in excess of minimum qualifying contributions amounts. PART III: Establishes a public participation fee to be paid by noncandidate committees that only make independent expenditures and directs those funds to the partial public financing program. PART IV: Increases spending limits by ten per cent for candidates that voluntarily agree to limit campaign expenditures.
