RELATING TO PROCUREMENT.

Requires that in evaluating and determining the award for redevelopment of state or county level through competitive sealed bidding or competitive sealed proposals, the number of housing units proposed shall constitute forty per cent of the evaluation score regardless of whether the development of housing is proposed. Applies to the urban areas of state or county land located within a one-half mile radius of a mass transit station. (SD1)

RELATING TO THE HAWAIIAN HOMES COMMISSION ACT.

Requires the Department of Hawaiian Home Lands to adopt, no later than two years from the effective date, administrative rules that require a lessee who sells their lease for profit to contribute to the Department of Hawaiian Home Lands' profit sharing plan. (SD1)

RELATING TO INVASIVE SPECIES.

Appropriates funds to the department of land and natural resources' division of forestry and wildlife, Maui branch, for invasive species technician positions in east Maui to address invasive plants and animals, efforts to substantially reduce and eradicate invasive species in the county of Maui, and activities relating to the proper management, but not eradication, of the axis deer population in Maui county. RELATING TO ELECTRONIC SMOKING PRODUCTS.

Establishes the offense of unlawful shipment of e-liquid products. Includes e-liquid and electronic smoking devices containing e-liquid within the definition of "tobacco products", as used in the cigarette tax and tobacco tax law. Allocates a portion of funds collected from excise taxes on tobacco products to health education and prevention programs about the risks and dangers of the use of electronic smoking devices for youth. Repeals certain provisions of the Hawaii Revised Statutes relating to electronic smoking devices. Effective 9/1/2020. (SD1)

RELATING TO THE PHYSICAL THERAPY PRACTICE ACT.

Clarifies the scope of practice for licensed physical therapists to include the practice of dry needling. Requires the board of physical therapists to certify qualified licensed physical therapists to perform dry needling and designate requirements to perform dry needling. Allows the board of physical therapists to revoke or suspend a physical therapist's license for performing dry needling incorrectly, without proper training or certification, or in a manner that would likely harm a patient. Effective 7/1/2050. (SD1)

RELATING TO TRAFFIC.

Permits a bicyclist to proceed through an intersection from a right turn only lane if they cannot safely merge into the traffic lane, provided they signal intention to merge left. Permits a bicyclist to proceed in a right turn only lane when approaching an intersection, even if they do not intend to turn right, provided that they do not pass a stopped vehicle and that they exercise reasonable safety when passing a moving vehicle. RELATING TO INFORMATION TECHNOLOGY.

Requires the Department of Accounting and General Services and Department of Budget and Finance, in consultation with the Office of Enterprise Technology Services, to develop and implement a uniform financial database, with parameters, benefits, and features that are compatible to the software system currently being implemented by the Office of Enterprise Technology Services at other agencies for use by all state agencies. Authorizes the issuance of general obligation bonds for the development and implementation of a uniform financial database. Effective 7/1/2050. (SD1)

RELATING TO TRADITIONAL HAWAIIAN PRACTICES.

Requires the department of land and natural resources to develop administrative rules to allow for traditional Hawaiian farming systems and tiny homes in association with the farming systems on lands designated as conservation districts. (SD1)
