RELATING TO OPERATING A VEHICLE UNDER THE INFLUENCE OF AN INTOXICANT.

Establishes sentencing guidelines for highly intoxicated drivers. Requires that ignition interlock devices be installed on all vehicles operated by a person upon license revocation. Increases the license revocation period and extends the applicable lookback periods. Amends the penalties for operating a vehicle under the influence of an intoxicant. (CD1)

RELATING TO THE DEPARTMENT OF ACCOUNTING AND GENERAL SERVICES.

Beginning 7/1/2022, requires the comptroller's annual report to the governor and legislature to include a list of all accounts that were closed by the comptroller during the immediately preceding fiscal year, and a list of accounts that remain open but that are serving a lapsed program or initiative. RELATING TO THE SCHOOL FACILITIES AGENCY.

Renames the school facilities agency as the school facilities authority. Describes the powers and responsibilities of the school facilities authority by amending chapter 302A, part VI, subpart C and Act 72, Session Laws of Hawaii 2020. Transfers the total fund balance in the state educational improvement fund to the school facilities special fund by an unspecified date. (CD1)

RELATING TO THE COMPTROLLER.

Expands the comptroller's duties to include the assessment of office space, including initiating, canceling, and renegotiating current and new leases, office space allocation, and telework infrastructure requirements for agencies and employees occupying facilities managed by the department of accounting and general services or in non-state facilities. Requires the comptroller to reduce the total square footage of space leased by the State by ten percent no later than 7/1/2026. Requires reports to the legislature. (CD1)

RELATING TO SUPPLEMENTAL NUTRITION ASSISTANCE PROGRAM INCENTIVES.

Removes the $10 per visit per day cap on the dollar-for-dollar match received by supplemental nutrition assistance program beneficiaries under the Hawaii healthy food incentive program, also known as the double up food bucks program. Specifies that healthy proteins are eligible purchases under the program. (CD1)

RELATING TO TRAINING IN NATIVE HAWAIIAN RIGHTS.

Prohibits newly appointed or reappointed council, board, and commission members from serving if the member has not completed, within the requisite time, the required training course related to native Hawaiian rights. Requires the Office of Hawaiian Affairs and Department of Land and Natural Resources to compile an annual report of members who have failed to complete their training course requirement. Requires the Office of Hawaiian Affairs to record the training courses and make the recordings available to those who were unable to attend the training course. Effective 4/1/2022. (CD1)

RELATING TO EDUCATION.

Requires each school's academic plan to include a clear accounting of all resources that will be allocated to address and achieve each measurable outcome; the school's priority improvement strategies and measures to determine progress; student growth indicators; information about programs intended to address social and economic conditions that adversely impact student learning; a breakdown of certain teacher vacancy data; average class sizes for all regular education, special education, and contentbased Englishlanguage learning classes; and teacher workforce experience metrics. Requires the department of education to submit an annual report on the school academic and financial plans to the board of education and the legislature. (CD1)
