Amends Chapter 201H-4, Hawaii Revised Statues, to condition rule making authority on defining "lower cost housing" and "low-moderate housing" as being at or below one hundred per cent of the area median income and eliminating income classifications for persons or families above one hundred percent of the area median income.

Prohibits a sex offender from residing within two thousand feet of the sex offender's former victim or the victim's immediate family members. Requires the sex offender to receive approval from the Attorney General prior to a change in address. (SD1)
Beginning January 1, 2023, bans the sale, offer of sale, or distribution in the State of any sunscreen that contains avobenzone or octocrylene, or both, without a prescription issued by a licensed healthcare provider to preserve marine ecosystems.
Requires a transition to silent, clean electric mopeds by prohibiting a retailer from selling or offering for sale combustion engine-powered mopeds after 12/31/2022.

Requires the department of accounting and general services to develop and implement an enhanced security plan for the state capitol and surrounding grounds. Amends provisions regarding the internal governance of the state capitol management committee. Authorizes citizens to bring a nuisance abatement suit under chapter 712, Hawaii Revised Statutes, to enjoin and abate nuisances related to environmental hazards, including tobacco smoke that drifts into any residential unit a person rents, leases, or owns, from another residential or commercial unit.
Requires the Hawaii Public Housing Authority to establish a pilot program to ensure that all housing units in the Kuhio Park Terrace and Puuwai Momi public housing complexes are provided with sufficient internet speeds and connection quality. Appropriates moneys.
Prohibits holdover board members of the Hawaii Tourism Authority from holding office beyond the commencement of the next legislative session following the expiration of the member's term of office. (SD1)
