Requires a biotechnology company that sells a genetically modified animal, plant, or seed that the company knows or has reason to believe will be used to produce an agricultural commodity to provide written disclosure of possible risks from the use of such an organism. Specifies that written notice does not waive any liability a biotechnology company may have toward a purchaser.

Until 7/1/2026, allows restaurants to apply a restaurant service surcharge for the sale of food or beverage services, the revenues of which shall be used exclusively by the restaurants for economic recovery from COVID-19 impacts. Authorizes establishments with a class 2 restaurant liquor license to allow the consumption of liquor anywhere on the premises, including the restaurant's outdoor property and sell liquors in their original packages for pick up, delivery, take out, or other means for off-premises consumption.
Limits monthly rent increases for certain dwelling units to an unspecified per cent for the term of the rental agreement or every 12 months, whichever period is longer. Prohibits rent increases due to the landlord's negative cash flow resulting from refinancing or purchasing the rental dwelling unit. Establishes a rent stabilization advisory working group to advise on matters relating to the stabilization of certain dwelling unit rental amounts. Requires the legislative reference bureau to conduct a study on actions that other states have taken to incentivize landlords to stabilize rents.
Prohibits a creditor from initiating or continuing any action to garnish wages from a debtor during the period of an emergency proclamation in relation to the coronavirus disease 2019 pandemic and some time thereafter. Prohibits a creditor from garnishing more than ten per cent of a debtor's wages for six months thereafter. Effective 7/1/2050. Repeals 12/31/2021. (SD1)
Requires the Department of Labor and Industrial Relations to open at least one office in each county for claimants wishing to file for unemployment insurance in person. Requires state library employees to minimally assist claimants wishing to file for unemployment insurance using public access computers at the library. Requires the department of labor and industrial relations to hire or reassign staff to increase capacity of processing unemployment insurance claims. Requires the department to complete its computer upgrade and modification project within six months of this Acts passage.
Provides that licenses and leases for certain non-residential lots and tracts of land under issued pursuant to the Hawaiian Homes Commission Act, 1920, shall be issued based on fair market value, subject to certain exceptions. Prohibits subletting of certain lots and tracts of land. Clarifies that existing exceptions to conditions in the Hawaiian Homes Commission Act, 1920, that prohibit a beneficiary from subletting a tracts do not apply if the tract if also used for non-residential purposes. Clarifies that certain provisions relating to subleases shall not be construed to override other provisions against transfers of licenses or subletting.
Prohibits certain contracts for managed care entered into after June 30, 2021, from containing a provision that authorizes a pharmacy benefit manager to reimburse a contracting pharmacy on a maximum allowable cost basis, and voids any such provisions in existing managed care contracts. Prohibits pharmacy benefit managers from engaging in unfair methods of competition or unfair practices. Prohibits a pharmacy benefit manager from reimbursing a 340B pharmacy differently than any other network pharmacy. Prohibits a pharmacy benefit manager from reimbursing an independent or rural pharmacy an amount less than the rural rate for each drug under certain circumstances. Prohibits a pharmacy benefit manager from restricting a pharmacist's ability to provide certain information to insureds. Increases pharmacy benefit managers' annual reporting requirements. Requires the insurance commissioner to file annual reports with the legislature. Increases pharmacy benefit manager registration and renewal fees by an unspecified amount. Makes certain violations of pharmacy benefit managers subject to the penalties provided in chapters 480 and 481, Hawaii Revised Statutes. Effective 7/1/2050. Repeals certain provisions on 6/30/2026. Establishes two new positions on the board of agriculture and specifies that one shall be a resident of the island of Molokai and one shall be a resident of the island of Lanai. (SD1)
Requires DLIR to withhold and deduct income taxes from unemployment insurance benefits.
Authorizes HPHA and HHFDC to provide rental housing projects for teachers employed by the DOE and public charter schools. Appropriates funds for HPHA. Appropriates funds for deposit into the dwelling unit revolving fund. Requires the DOE to lease land and contract with private entities for teacher housing. Permits the private entities to lease teacher housing to other eligible tenants under certain circumstances. Effective 12/1/2050. (HD2)
