Prohibits the sale of all flavored tobacco products. Establishes fines and penalties for violations. Effective 01/01/2023.

Allows individual taxpayers sixty-five years of age or older with lower incomes to claim an additional exemption for purposes of the food/excise tax credit thereby providing relief from the general excise tax on food purchases.
Provides that any goods provided to any state agency by the correctional industries program shall be: (1) produced or manufactured by the program; or (2) pre-existing goods that are substantially altered or customized by the program for the purpose of facilitating use of the goods by a state agency.
Requires the Department of Transportation to establish and implement a one-year airline subsidy pilot program at Molokai airport and Lanai airport to assist airlines in offsetting the costs of operation. Makes an appropriation.
Establishes the Women's Corrections Implementation Commission in the Judiciary to ensure implementation of the recommendations from the final report from the House Concurrent Resolution No. 85 (2016) task force, to develop and implement an evidence-based, gender-responsive plan to divert non-violent women offenders, especially those with minor children, from the criminal justice system. Requires that the task force also consider model programs including residential, in-person and community-based rehabilitation programs, supportive and subsidized housing, restorative justice, and educational programs.
Prohibits public employers from barring their employees from holding an elective public office unless the employer conducts a case-by-case review of the rights, duties, and obligations connected with or flowing from the employer and the elective public office, and reasonably determines that the two offices are incompatible.
Endorses the Global Commitment outlined by the Ellen MacArthur Foundation and United Nations Environment Programme and directs the Office of Planning and Sustainable Development to set targets and implement policies to achieve the goals of the Global Commitment.
Repeals referral and reporting requirements for the Family Courts and the Department of Human Services that apply to cases in which a temporary restraining order is sought for alleged domestic abuse involving an incapacitated or minor family or household member.
Requires the Chief Election Officer or clerk in the case of county elections to release available initial election results no later than 8:00 p.m. with the exception of results for any contests affected by a postponement or extension of voting hours.
Requires the Department of Education to provide hygiene products that support public health, such as toilet paper, menstrual products, and hand soap free of charge to all students on all public school campuses. Requires the State Public Charter School Commission to provide hygiene products that support public health, such as toilet paper, menstrual products, and hand soap free of charge to all students on all public charter school campuses. Makes appropriations.
