Amends the title and scope of the pesticide subsidy program and pesticide use revolving fund to include all pest control methods approved by the Hawaii Department of Agriculture. Appropriates moneys into and out of the pest control revolving fund for administering the pest control subsidy program.

Establishes a tree trimming division within the Department of Land and Natural Resources, which shall be responsible for the removal, trimming, or management of trees, including albizia trees, that pose a threat to lives, property, or infrastructure. Appropriates moneys and establishes 3.0 FTE positions for the establishment of the division. Directs the division to undertake as its first project the trimming of albizia trees within Waiahole Valley in the City and County of Honolulu.
Expands members of the University of Hawaii Optional Retirement System to include members of bargaining unit (8).
Establishes a general excise tax surcharge on an owner that allows a residential real property to remain vacant for 120 days or more a year. Requires persons who own residential real property, but do not live there, to obtain a general excise tax license. Requires the counties to disclose to the Department of Taxation a list of properties classified as not being occupied by an owner of that property. Requires the Department of Business, Economic Development, and Tourism to calculate average annual rental value for the basis for the surcharge amount. Appropriates funds.
Increases from 45 days to 90 days the deadline by which county legislative bodies shall approve certain housing projects supported by the Hawaii Housing Finance and Development Corporation. Establishes that certain housing projects shall not be exempt from an environmental assessment.
Establishes the third-party review services licensure program and board and the third-party review recovery fund.
Requires for each draft environmental assessment and draft environmental impact statement a public hearing in the community directly affected by the underlying proposed action.
Amends the requirements for a condominium association's standard proxy form by deleting the option for a condominium owner to give the proxy to the board as a whole.
Specifies that the penalty for sex trafficking shall be payment of a fine of no less than $50,000 but no more than $100,000, and a definite term of imprisonment of up to 20 years without the possibility of a suspended sentence, probation, or parole. Provides that consent to sexual conduct is not a defense. Defines "sexual conduct". Provides that a minor who reports that the minor is a victim of sex trafficking shall not be subject to criminal liability.
Requires the Office of Planning and Sustainable Development to establish a Hawaii housing element. Requires the counties to zone for twice the estimated housing need over the next twenty years.
