Establishes a state oversight framework for material health care mergers, acquisitions, and other consolidation transactions. Requires advance notice and public interest review by the State Health Planning and Development Agency. Requires legislative approval, by concurrent resolution, of certain vertically integrated health care transactions that meet specified market share and pricing impact thresholds.

Establishes the Regional Agricultural Feasibility and Food Systems Production Studies Working Group within the Department of Agriculture and Biosecurity to provide coordinated, region-specific agricultural production and crop feasibility analysis across the State. Prohibits the erection, placement, construction, or maintenance of an encampment within one hundred feet from the property line of a pre-K-12 public or private school or school facility on public or private property.

Requires the Department of Human Services to provide Medicaid and Medicare part D prescription drug program recipients with coverage of glucagon-like peptide-1 (GLP-1) drugs for weight loss. Appropriates funds.
Expands the statewide curfew to apply to minors under 18 years of age, instead of under 16. Amends the exceptions to, and penalties for, violations of the statewide curfew.
