Requires department heads to inform the governor of any vacancy in any board or commission. Requires the governor to maintain a listing of all boards and commissions including specified information. Appropriates funds for 1.0 FTE position to manage listing information for boards and commissions. Effective 7/1/2050. (SD2)

Requires any report of a study or an audit enacted with a legislative appropriation and conducted by an executive department or agency, including the Hawaii health systems corporation, and by the legislative reference bureau, auditor, judiciary, or Office of Hawaiian Affairs, to be submitted to the senate president, speaker of the house, chairs of the appropriate subject matter committee of each house, and the legislative reference bureau library. Requires a public hearing or informational briefing within one year of receipt of report, except if extension granted to the hearing or briefing requirement by the senate president or speaker of the house of representatives or if the requirement is waived by the senate president or speaker of the house of representative. In any county where one-third or less of the county's land is classified in the state agricultural district, prohibits: the creation of a condominium property regime on agricultural land 25 acres or greater; a condominium property regime on agricultural land from being amended to allow a single-family dwelling; the subdivision of agricultural land 25 acres or greater for the purpose of creating a condominium property regime; and any project consisting of single-family dwellings created as a condominium under chapter 514B, HRS, or a planned community association under chapter 421J, HRS, in class A or B agricultural lands. Takes effect 7/1/2050. (SD2)

Allows the minutes at public agency meetings to be kept by written or recorded by analog or digital means. If the minutes are recorded, requires that a written summary accompany minutes, and that the written summary include any significant actions taken by the board, including motions and votes made by the board. Requires recorded minutes to be available within ten days after the board meeting, with certain exceptions. Requires the board to maintain reasonable care of any original or duplicate recordings of minutes that are recorded by analog or digital means. Takes effect on July 1, 2050. (SD2)
