RELATING TO PRIVATE TRADE, VOCATIONAL, AND TECHNICAL SCHOOLS.

Clarifies the scope of the private trade, vocational, and technical school licensure program within the department of education. Establishes a licensing fee to ensure the sustainability of the licensure program. Establishes a license renewal process and fee. Creates the private trade, vocational, and technical school licensure special fund. Appropriates moneys for one full-time equivalent position within the department of education to administer licensing. (CD1)

RELATING TO TUBERCULOSIS TESTING.

Authorizes the Department of Health and Department of Education to accept the results of any tuberculosis blood test approved by the Food and Drug Administration and recommended by the Centers for Disease Control and Prevention for purposes of a certificate of tuberculosis examination and clearance to attend public school. Requires the Hawaii Community Development Authority to develop a transit-oriented development (TOD) zone improvement program to foster community development by strategically investing in public facilities. RELATING TO CONDOMINIUMS.

Makes violation of a mandatory provision of the State's condominium law by a condominium board of directors or its officers and members a per se violation of the board's fiduciary duty, but provides a safe harbor from liability for a board member who votes against the action that constitutes a violation. Authorizes board to adopt rules for owner participation in deliberations and discussions of the board and requires notification to owners of the rules. Requires the notice for board meetings to include a list of items expected to be on the meeting agenda. Requires unapproved final drafts of the board minutes to be available within fourteen days after the meeting. (SB627 HD1)
