Requires the Department of Education to develop a program to provide cardiopulmonary resuscitation instruction to students as part of the high school health or physical education curriculum. (SD1)
Makes an appropriation for fiscal years 2017-2018 and 2018-2019 for na ala hele to improve access to and maintenance of state controlled recreational trails statewide. (SD1)
Requires that all mandatory fees charged by a transient accommodation operator to a guest or resort time share vacation plan manager to an occupant be included in the gross rental or gross rental proceeds for purposes of the transient accommodations tax. Requires operators and plan managers to identify optional fees that are not subject to the transient accommodations tax to guests and occupants when rental rates and services are disclosed or discussed.
Authorizes the department of the attorney general to transfer up to $50,000 each year out of the criminal forfeiture fund for deposit into the internet crimes against children special fund. Authorizes the deposit of moneys transferred from the criminal forfeiture fund into the internet crimes against children special fund. Takes effect on 1/7/2059. (SD1)
Requires DLNR to consider the conclusions and recommendations of the Kaua‘i Feral Cat Task Force when setting department policy regarding feral cats. (SD1)
Requires remote schools to be allocated funds using categorical allotments, rather than through the weighted student formula. Defines a remote school as any public school that is a high school located at least a one-hour drive away from the next nearest high school or a high school located on the island of Lanai, Molokai, or Niihau.
Makes subsequent amendments to concession documents subject to sealed bidding requirements. Clarifies that the grant of concession or concession space shall not exceed fifteen years of a remaining term plus any agreed extension of the term. Removes the limitations on the types of airport concessions that are exempt from the public bidding requirements.
Requires any report of a study or an audit enacted with a legislative appropriation and conducted by an executive department or agency, including the Hawaii health systems corporation, and by the legislative reference bureau, auditor, judiciary, or Office of Hawaiian Affairs, to be submitted to the senate president, speaker of the house, chairs of the appropriate subject matter committee of each house, and the legislative reference bureau library. Requires a public hearing or informational briefing within one year of receipt of report, except if extension granted to the hearing or briefing requirement by the senate president or speaker of the house of representatives or if the requirement is waived by the senate president or speaker of the house of representative. Requires the department of accounting and general services to adopt rules to require the international symbol of access to be replaced with the symbol of access depicting a dynamic character leaning forward with a sense of movement. Applies to new signage, buildings, and structures in place on or after January 1, 2018. Requires the disability and communication access board to include the symbol of access in lieu of the international symbol of access on various items issued, renewed, installed, or replaced on or after January 1, 2018. Defines symbol of access.
Requires travel agencies that operate as sole proprietorships to file proof of professional liability and errors and omissions insurance as a condition of registration or renewal.
